1. Approve rules of development and single requirements to documents the politician (are applied).
2. To the ministries, other central administrative authorities to take necessary measures for introduction of single standards in case of development of documents the politician.
3. To impose control of execution of this resolution on Government office.

1. Rules of process of development of documents the politician determine the distinctions existing between these documents, methodology of development, implementation, monitoring and assessment at the level of the ministries and other administrative authorities.
2. Single requirements establish the concept "documents politician", document type, structure, format and the quality standards, monitoring and assessment of results of their implementation.
3. The purpose of this document are:
a) enhancement of decision making process in the context of development, implementations and estimates the politician at the central level;
b) introduction of single requirements in case of development of documents the politician;
c) improvement of quality of the developed documents.
4. Documents the politician describe and analyze the existing problems, establish tasks according to the solution of specific problem, determine tools of the problem resolution and its expected consequences for the state and society. Besides, documents the politician shall provide possible risks in case of their implementation.
5. Documents the politician are:
a) concept;
b) strategy;
c) program;
d) plan.
6. The concept represents system of the general ideas oriented to multilateral discussion of economic, social, legal, scientific, technical and other issues, method of perception or set of opinions, the ideas on the problems connected with development of this or that area or sector in general.
7. The concept shall include:
a) description of situation;
b) detailed determination of problem;
c) specifying of documents the politician and the legal acts necessary for the problem resolution considered in the corresponding concept;
d) tools and solutions of problem;
e) the list of regulations which will be developed/are modified for the problem resolution;
f) assessment of consequences (social, economic consequences, etc. are specified), including for situation when the problem is not solved.
8. Strategy is the document the politician containing the approximate direction of actions on medium-term (3-5 years) or long-term (6-15 years) the period, for the purpose of establishment of procedure and the mechanism of realization of tasks on the considered perspective.
9. Strategy shall contain:
a) description of situation;
b) determination of problems which require intervention of the Government using the corresponding policy;
c) general and specific tasks;
d) the measures necessary for goal achievement and the expected results;
e) assessment of consequences and the cost (financial and non-financial) intended for implementation;
f) the expected results and indicators of progress;
g) implementation stages;
h) procedures of the reporting and monitoring.
10. The program represents the sequence of specific transactions which serve as the instrument of implementation the politician, containing accurately designated purposes, necessary resources, the preset target groups and completion dates.
11. The program shall contain:
a) determination of problem;
b) specific purpose of the program;
c) measures which need to be undertaken;
d) stages and terms of implementation;
e) responsible for implementation;
f) general cost determination;
g) the expected results;
h) indicators of progress and achievements;
i) procedures of the reporting and assessment.
12. The plan is the program document in which specific objectives in certain area for the short-term period, developed according to documents the politician are provided, including with the Program of the Government.
13. Plan development consists of two stages: development of conceptual structure of the plan and formulation of content of the planned tasks.
14. The plan shall contain:
a) purposes;
b) practical measures which need to be accepted for achievement of effective objectives;
c) terms of accomplishment of measures;
d) implementation cost;
e) responsible for implementation;
f) progress indicators;
g) procedures of the reporting and assessment.
15. At development stage of documents the politician reference to their interaction with other government programs which are in implementation phase or already executed, for ensuring succession and prevention of duplication is made is more whole, actions and expenses.

18. In case of development of documents the politician real consultative mechanisms are used, organizing working meetings and public discussions, with involvement of all directly or indirectly the interested factors for minimization of disagreements, appeals and subsequent changes.
