Based on paragraph two of subitem 2.8 of Item 2 of the Presidential decree of the Republic of Belarus of April 7, 2022 No. 136 "About state body in the field of digital development and questions of informatization", subitem 6.1 of Item 6 of the Regulations on the Ministry of Communications and Informatization of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of March 17, 2004 No. 302, the Ministry of Communications and Informatization of the Republic of Belarus DECIDES:

1. Determine the list of actions in the field of digital development according to appendix.

2. Declare invalid the resolution of the Ministry of Communications and Informatization of the Republic of Belarus of May 13, 2016 No. 5 "About the list of actions in the field of informatization".

3. This resolution becomes effective after its official publication.

The list of actions in the field of digital development

1. Development of the digital platforms and (or) information systems having national or industry backbone character which realization allows to create new technological business process and (or) to provide emergence of new knowledge, except for the actions in the field of digital development specified in item 4 of this appendix.

2. The actions having the amount of financing for all term of their realization more than 30 thousand basic values, and also the actions initiated by regional executive committees (The Minsk city executive committee) for the solution of tasks of the region, having the amount of financing less than 30 thousand basic values, directed to development and deployment in activities of state bodies and organizations of information resources, networks, systems, digital platforms, their upgrade (introduction of constructive changes in program and (or) program technical means) and (or) integration with other information resources, systems, digital platforms and networks, except for actions on:

to acquisition, development (completion, upgrade), commissioning of the information systems automating implementation of the accompanying functions of the organization including financial accounting, document flow, informing (the websites, portals), except the actions initiated by regional executive committees (The Minsk city executive committee) for the solution of tasks of the region;

to use of computing resources and the software on technology of cloud computing, including completion of digital platforms, information resources and systems for ensuring their transfer on cloud platform and works on their transfer;

updatings of information resources;

to acquisition, development (completion, upgrade), commissioning of systems of video surveillance, video fixing and video conferencing.

3. Acquisition of the software, complexes of program technical means, the rights to intellectual property items, the telecommunication and computer equipment which estimated cost of annual requirement of purchase constitutes more than 30 thousand basic values (for the actions initiated by regional executive committees (The Minsk city executive committee) for the solution of tasks of the region, the amount of financing can be less established), except for the actions connected with:

maintenance, repair, replacement of the failed in use telecommunication * and computer equipment;

development of the state system of legal information of the Republic of Belarus, distribution (provision) of the state information and legal resources;

control of the technology equipment for ensuring its functioning (except the actions initiated by regional executive committees (The Minsk city executive committee) for the solution of tasks of the region);

production and broadcasting TV and broadcasts;

implementation by operators and service providers of telecommunication of activities for development of networks of telecommunication;

development and use of the State management system by public keys of verification of the electronic digital signature of the Republic of Belarus.

4. Development, development and implementation of information systems (resources), the digital platforms financed by the funds of "Development Bank of the Republic of Belarus" open joint stock company allocated for the solution of tasks of Council of Ministers of the Republic of Belarus.
