For the purpose of ensuring implementation of the Agreement of the State Parties of the Commonwealth of Independent States on counteraction of legalization (laundering) of income gained in the criminal way, to financing of terrorism and financing of distribution of weapons of mass destruction of October 15, 2021 I decide:

1. Determine that:

a) the division of financial intelligence of the Russian Federation participating in implementation of the Agreement of the State Parties of the Commonwealth of Independent States on counteraction of legalization (washing) of income gained in the criminal way, to financing of terrorism and financing of distribution of weapons of mass destruction of October 15, 2021 (further - the Agreement), is the Federal Service for Financial Monitoring;

b) the competent authorities of the Russian Federation participating in implementation of the Agreement are the Ministry of Internal Affairs of the Russian Federation, the Ministry of Justice of the Russian Federation, Federal Security Service of the Russian Federation, the Federal Customs Service, the Prosecutor General's Office of the Russian Federation and the Investigative Committee of the Russian Federation;

c) cooperation with divisions of financial investigation and competent authorities of foreign states - agreement parties perform:

The Ministry of Internal Affairs of the Russian Federation - concerning rendering legal assistance (including delivery of documents, search and seizure of property), conducting investigation and search operations, exchange of information, carrying out consultations;

The Ministry of Justice of the Russian Federation - concerning rendering legal assistance (including delivery of documents), exchange of information, carrying out consultations;

Federal Security Service of the Russian Federation and the Federal Customs Service - concerning rendering legal assistance (including delivery of documents and seizure of property), conducting investigation and search operations, exchange of information, carrying out consultations;

Federal Service for Financial Monitoring - concerning harmonization of the legislation, freezing (blocking) of money or other property, exchange of information, carrying out consultations, recognition of lists of persons, groups and organizations concerning which there are data on their participation in terrorist activities and distribution of weapons of mass destruction;

The Prosecutor General's Office of the Russian Federation - concerning rendering legal assistance (including delivery of documents, search, arrest, confiscation of property and return of condemned property), exchange of information, carrying out consultations;

The Investigative Committee of the Russian Federation - concerning rendering legal assistance (including delivery of documents and seizure of property), exchange of information, carrying out consultations.

2. To the Ministry of Foreign Affairs of the Russian Federation:

a) notify in accordance with the established procedure Executive committee of the Commonwealth of Independent States on the division of financial investigation and competent authorities of the Russian Federation participating in implementation of the Agreement;

b) in case of determination of other body as division of financial investigation and (or) change of the list of the competent authorities of the Russian Federation participating in implementation of the Agreement to inform on it in accordance with the established procedure Executive committee of the Commonwealth of Independent States.

3. This Decree becomes effective from the date of its signing.
