About some questions of accreditation in the sphere of sanitary and epidemiologic wellbeing of the population

According to Item 3 of article 25 of the Code of the Republic of Kazakhstan "About health of the people and health care system", the subitem 1) article 10 of the Law of the Republic of Kazakhstan "About the state services" PRIKAZYVAYU:

1. Approve the enclosed Rules of rendering the state services "Accreditation of Professional Association in the Sphere of Sanitary and Epidemiologic Wellbeing of the Population" and "Accreditation of Physical Persons and Legal Entities on Implementation of Activities for Carrying Out Sanitary and Epidemiologic Audit".

2. To provide to committee of sanitary and epidemiologic control of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

4. This order becomes effective after sixty calendar days after day of its first official publication.

Rules of rendering the state services "Accreditation of Professional Association in the Sphere of Sanitary and Epidemiologic Wellbeing of the Population" and "Accreditation of Physical Persons and Legal Entities on Implementation of Activities for Carrying Out Sanitary and Epidemiologic Audit"

Chapter 1. General provisions

1. These rules of rendering the state services "Accreditation of Professional Association in the Sphere of Sanitary and Epidemiologic Wellbeing of the Population" and "Accreditation of Physical Persons and Legal Entities on Implementation of Activities for Carrying Out Sanitary and Epidemiologic Audit" (further – Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and determine procedure for rendering the state services "Accreditation of professional association in the sphere of sanitary and epidemiologic wellbeing of the population and "Accreditation of physical persons and legal entities on implementation of activities for carrying out sanitary and epidemiologic audit".

2. In these rules the following concepts are used:

1) accreditation of physical persons and legal entities on implementation of activities for carrying out sanitary and epidemiologic audit – the procedure of official recognition by accredited professional association in the sphere of sanitary and epidemiologic wellbeing of the population of competence of physical persons and legal entities to perform works on carrying out sanitary and epidemiologic audit;

2) rules PASES – the document determining procedure for the organization of activities of PA and her members (participants);

3) the PA standard – the document establishing requirements for reuse by members (participants) of PA of the single and obligatory principles, characteristics to their goods (works, services) and type of activity;

4) professional association in the sphere of sanitary and epidemiologic wellbeing of the population (further – PA) – the organization (associations) functioning as the specialized association representing the interests of certain profession or adjacent specialties in the sphere of sanitary and epidemiologic wellbeing of the population, assuming liabilities on management of professional community and monitoring of professional activity of participants of consolidation;

5) accreditation of professional association in the sphere of sanitary and epidemiologic wellbeing of the population – the procedure of official recognition by state body in the sphere of sanitary and epidemiologic wellbeing of the population of competence of professional association to perform works on accreditation of physical persons and legal entities on implementation of activities for carrying out sanitary and epidemiologic audit.
