About normative financing of expenses on delivery of health care according to the procedure of experiment

Based on part two of Item 3 of Article 87-1 of the Budget code of the Republic of Belarus, Item 1 of article 8 of the Law of the Republic of Belarus of July 17, 2018 "About regulatory legal acts" the Council of Ministers of the Republic of Belarus DECIDES: No. 130-Z

1. Make in 2023 experiment on the planning of the consolidated budget of the Grodno region (further, if is not determined other, - the budget) based on use of the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care which are under supervision of head department of health care of the Grodno regional executive committee and financed by budget funds (further if other is not determined, - the state organizations of health care), in stationary conditions in relation to kliniko-costly groups (further - experiment).

2. Approve Regulations on procedure for planning of expenses of the consolidated budget of the Grodno region based on use of the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care which are under supervision of head department of health care of the Grodno regional executive committee and financed by means of the specified budget in stationary conditions in relation to kliniko-costly groups it (is applied).

3. In this resolution the main terms and their determinations in the values established by the Law of the Republic of Belarus of June 18, 1993 No. 2435-XII "About health care" and also the following terms and their determinations are applied:

kliniko-costly group (further - KZG) - group of clinically uniform diseases similar on average cost of the rendered medical services and cost structure;

coefficient of relative zatratoyemkost of KZG - the adjusting factor reflecting resource intensity of specific KZG;

coefficient of complexity of treatment of patients - the adjusting factor allowing to consider higher cost level on delivery of health care in connection with complexity of treatment of the patient;

coefficient of level of delivery of health care - the adjusting factor allowing to consider distinctions in budget expenses on delivery of health care in stationary conditions in relation to KZG depending on amount, type of medical care and medical and diagnostic opportunities of the state organizations of health care, their structural divisions;

adjusting factor - the coefficient applied to the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care in stationary conditions in relation to KZG (further - the basic standard rate) for accounting of features of financing of expenses in the state organizations of health care.

4. Determine that:

4.1. the basic standard rate for 2023 constitutes 1720 rubles.

The size of the basic standard rate is determined proceeding from amount of the budget funds allocated for delivery of health care in the state organization of health care in stationary conditions counting on one case of hospitalization taking into account change of key parameters of economic development of the Republic of Belarus (the wages rise in the budget sphere, index of growth of consumer prices);

4.2. the amount of expenses of the budget on delivery of health care in the state organizations of health care in stationary conditions in relation to KZG is planned according to the Regulations on procedure for planning of expenses of the consolidated budget of the Grodno region based on use of the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care which are under supervision of head department of health care of the Grodno regional executive committee and financed by means of the specified budget, in stationary conditions in relation to kliniko-costly groups, approved by this resolution, proceeding from the size of the basic standard rate, adjusting factors and the predicted quantity of cases of hospitalization in relation to KZG for 2023;

4.3. the amount of budget funds estimated on realization of experiment is provided according to separate paragraphs of functional classification of expenses of the budget for paragraphs;

4.4. on financing of expenses on delivery of health care in stationary conditions along with the means calculated according to Regulations on procedure for planning of expenses of the consolidated budget of the Grodno region based on use of the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care which are under supervision of head department of health care of the Grodno regional executive committee and financed by means of the specified budget in stationary conditions in relation to the kliniko-costly groups approved by this resolution budget funds are allocated for acquisition of the equipment and other fixed assets, capital and running repair of buildings and rooms, other expenses proceeding from reasonable requirement.

5. Local councils of deputies of the Grodno region have the right to increase the amounts of budget funds calculated according to Regulations on procedure for planning of expenses of the consolidated budget of the Grodno region based on use of the basic standard rate of expenses on one patient in case of delivery of health care in the state organizations of health care which are under supervision of head department of health care of the Grodno regional executive committee and financed by means of the specified budget in stationary conditions in relation to the kliniko-costly groups approved by this resolution in the presence of sources of covering of such expenses.

6. To the Ministry of Health:

perform monitoring of carrying out experiment;

till April 1, 2024 to submit the report on carrying out experiment in Council of Ministers of the Republic of Belarus;

explain questions of application of this resolution;

take other measures for implementation of this resolution.

7. To the Grodno regional executive committee:

provide realization of experiment;

perform the quarterly analysis of realization of experiment and to the 15th following reporting quarter, provide information on its carrying out in the Ministry of Health;

till March 1, 2024 to submit the closing statement on realization of experiment in the Ministry of Health.

8. This resolution becomes effective after its official publication and extends the action to the relations which arose since January 1, 2023.
