About the simplified procedure for construction and reconstruction of construction objects
For the purpose of simplification of procedure for construction and reconstruction of single-family apartment houses and non-residential capital constructions of the fifth class of complexity:
1. Determine that construction and reconstruction of the single-family apartment house and (or) non-residential capital constructions of the fifth class of complexity on the parcel of land provided for construction and (or) servicing of the single-family apartment house can be performed:
1.1. legal entities and (or) individual entrepreneurs in rural settlements, urban settlements and the cities (except for Minsk) based on the passport of the builder *;

* Requirements to structure, content and form of the passport of the builder are established by the Ministry of Architecture.
1.2. citizens:
in the rural settlements located in the territory of the areas adjacent to Minsk and the regional centers, urban settlements and the cities (except for Minsk) based on the passport of the builder;
in other rural settlements based on the document certifying the right to the parcel of land and provided that the distance from borders of the adjoining (adjacent) parcel of land to the apartment house makes at least three meters, non-residential capital constructions – at least two meters.
2. In case of construction and reconstruction of the single-family apartment house and (or) non-residential capital constructions according to Item 1 of this Decree receipt of allowing documentation (permission to reconstruction), development of the project documentation and its approval of local executive and administrative organ, and also the subsequent acceptance for operation of construction objects are not obligatory.
3. Make changes to the list of the ministerial procedures performed by state bodies and other organizations for petitions from citizens, approved by the Presidential decree of the Republic of Belarus of April 26, 2010 No. 200 (appendix).
4. In six-months time to provide to Council of Ministers of the Republic of Belarus reduction of regulatory legal acts in compliance with this Decree and to take other measures for its realization.
5. This Decree becomes effective in the following procedure:
Items 1-3 – in six months after official publication of this Decree;
other provisions of this Decree – after its official publication.
