About approval of the Concept of the departmental information system "Accounting of Notifications and Actions for Protection of Public Order"

Based on Items c), d) and e) article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Approve the Concept of the departmental information system "Accounting of Notifications and Actions for Protection of Public Order" it (is applied).

2. Create the Concept of the departmental information system "Accounting of Notifications and Actions for Protection of Public Order".

3. To provide administration, servicing and development of the departmental information system "Accounting of Notifications and Actions for Protection of Public Order" to the Ministry of Internal Affairs.

4. To perform accomplishment of provisions of this resolution for the account and within the financial resources provided in the government budget and from other sources according to the legislation.

5. To the Ministry of Internal Affairs within 6 months from the effective date this resolution:

1) to develop and submit to the Government for approval the draft of the order of the Government about approval of the Regulations on the information resource created by the departmental information system "Accounting of Notifications and Actions for Protection of Public Order";

2) to provide reduction of regulations in compliance with this resolution.

6. To impose control over the implementation of this resolution on the Ministry of Internal Affairs.

Concept of the departmental information system "Accounting of Notifications and Actions for Protection of Public Order"

The concept of the departmental information system "Accounting of Notifications and Actions for Protection of Public Order" (further - the Concept) is developed according to the Technical regulation "Processes of Lifecycle of the Software" RT38370656-002:2006, the approved Order of the minister of information development No. 78/2006.

The concept establishes the main requirements to the departmental information system "Accounting of Notifications and Actions for Protection of Public Order" (further - HUNG Notifications), determines the purpose of its creation and the main functions, considering the main objectives of the Ministry of Internal Affairs as central specialized body of the central public management performing the constitutional prerogatives of the Government on development, promotion and realization of state policy for the purpose of law enforcement, public order and safety, civil defense, fire safety, and also observance of basic rights and freedoms of citizens.

From the point of view of institutional efficiency, HUNG Notifications allows to optimize activities of divisions of the Ministry of Internal Affairs which purpose is protection of basic rights and personal freedoms by means of activities for maintenance, providing and recovery of public order and safety, the prevention, investigation and disclosure of crimes and offenses.

Chapter I General provisions

1. The information resource created HUNG Notifications, contains the systematized data concerning:

1) information on the urgent and not urgent notifications which arrived / reported on the following several channels:

a) the notifications received in operational coordination divisions (notifications and other information);

b) the notifications received by phone (through Single national service of the emergency challenges 112, in control offices, in operational coordination divisions or on hot lines);

c) the petitions for violations or offenses submitted online (through the web portal and e-mail);

d) the petitions submitted to division of management of documents (concerning offenses or crimes);

e) documents (requests) submitted by other organizations (concerning offenses or crimes);

g) addresses;

h) the notifications received through the automated systems;

2) information on event management, occurring in public space, concerning public order and safety, the criminal or social phenomena;
