About the State program on strategy implementation of development of New Uzbekistan for 2022 - 2026 in "Year of care of the person and quality education"

For the purpose of removal on new stage of the reforms undertaken by us on further increase in level of living of the population, reduction of quality of education in compliance with the advanced international standards, to achievement of sustained economic growth and reducing poverty according to the tasks determined in the Strategy of development for New Uzbekistan for 2022 - 2026 and the President's letter of the Republic of Uzbekistan to Oliy Majlis and the people of Uzbekistan:

1. Approve the State program on strategy implementation of development of New Uzbekistan for 2022 - 2026 in "Year of care of the person and quality education" (further - the State program), developed on the basis of the offers stated during extensive discussions with the public and the people according to appendix. *

b) finish the number of the state services provided through the centers of the state services to 300, and through the Single portal of interactive state services - to 570;

c) adjust rendering the state services in the field of migration and registration of nationality to the segments of the population needing social protection (to persons with disability, seriously ill patients, aged and another) with departure in the place of their permanent residence or the place of temporary stay without collection of additional fee for service;

d) organize rendering the state services in carrying out checking of metering devices of consumption of electricity, gas and water in pro-active form (at the initiative of the servicing organization, without waiting for the address of the citizen).

3. Since September 1, 2023 step by step to transfer all services connected with allocation of subsidies to the population and subjects of entrepreneurship to rendering by means of the Single electronic platform of allocation of subsidies to the population and subjects of entrepreneurship, and also to adjust system of online check through electronic platform of feasibility of allocation of subsidies.

At the same time to create possibility of filing of applications on allocation of subsidies by means of the Single portal of interactive state services or the centers of the state services in any area (city), and also to provide elimination of excessive bureaucratic barriers and other corruption factors.

4. For the purpose of improvement of provision of pensions of citizens and support of pensioners since January 1, 2024 to extend payment due date of pension, to the added pensioner but timely not received from 12 months to 24 months.

5. For the purpose of creation of additional conveniences to citizens in case of disability establishment:

a) since April 1, 2023 disability is established on the basis of interdepartmental electronic data exchange without participation of the citizens with anatomic defects having strong indications of disability and also with diseases and complications with the adverse clinical forecast;

b) To the ministry of employment and reducing poverty (B. Musayev) till April 1, 2023 to introduce the draft of the concept of phased transition to social model of establishment of disability in which to pay attention on:

establishment of disability on the basis of the international standards, and also on social adaptation to life and recovery of health of persons with disability, having refused practice of establishment of disability proceeding from extent of disability of citizens;

the organization for persons with disability of access to information technologies of convenient format, to use of sign language and other alternative forms of communication.

6. For the purpose of development of arrays of "Yangi Uzbekiston" and satisfaction of need of the population for housing in 2023:

increase in 1,6 of time and bring to 90 thousand annual amounts of construction of new housing on arrays of "Yangi Uzbekiston" and 161 other arrays, including private contract organizations. At the same time to provide creation without fail of parkings, including multi-storey and underground, during the designing and construction of housing, social and shopping facilities;

allocate in sufficient amount of funds from the Government budget for allocation of mortgage loans on the basis of the market principles to 32 thousand citizens, and also subsidies for covering of part of the initial contribution and interest payments - to 11 thousand citizens;

within new procedure for provision of housing for the population by means of mortgage loans on the basis of the market principles to develop and realize according to the procedure of experiment in the Tashkent region the My First House program for the citizens who do not have housing on the basis of the property right;

due to release and placement on the international and domestic stock exchanges of mortgage bonds of JSC The Company on Refinancing of Mortgage of Uzbekistan to bring authorized capital of the company to equivalent of 100 million US dollars. At the same time the funds raised due to placement of mortgage bonds to place in banks as resources for mortgage loans.

7. For the purpose of expansion of practice of the initiative budget and financial independence makhally:

in 2023 for financing of the projects created on the basis of opinion of the public to direct from the Government budget 8 trillion sum, from them for the Rim Kishlak and Rim Waved programs - 4 trillion sum;

in 2023 for financing of the actions performed within programs of projects on development of infrastructure makhally to allocate 4 trillion sum from the Government budget.
