About additional measures for protection and ensuring rational use of pastures

For the purpose of protection of pastures in our country, ensuring their rational use, and also further development of cultivation of giant-fennel and broad use of resource-saving technologies on pastures:

1. To the Ministry of Agriculture, Committee on development of silkworm breeding and woolen industry under the Ministry of Agriculture (further - Committee) at the expense of grants of the international financial institutions in the amount of 7, of 8 million US dollars in cooperation with leading companies of Spain and Portugal in 2023 to take measures on:

to creation in the Kashkadarya and Samarkand regions of the companies for production of the compound feeds enriched with vitamins and minerals for small cattle with annual capacity of 10 thousand tons;

the organizations in the Samarkand region of Laboratory of genetic researches of the cattle based on Research institution of karakul breeding and ecology of deserts;

digital identification of 500 thousand heads of small cattle in karakulevodchesky cattle breedings - members of Association on development of grazing farmings.

At the same time 800 hectares of the pastures belonging to Committee will be mastered by the companies for production of compound feeds for cultivation of grain with establishment of technology of dozhdevalny irrigation.

2. To the Ministry of Agriculture (A. Voitov), to Committee (B. Sharipov) at the expense of the raised funds of the international financial institutions to implement on 500 hectares of the pastures belonging to Committee, model pilot project on production of underground waters the pumping aggregates working at solar energy and also to implementation of technology of drop irrigation.

3. To the Ministry of Agriculture (A. Voitov) to take measures for allocation of the grant means of the international financial institutions, including the French agency of development (allocated for development of livestock production), attracted to the actions provided in Items 1 and 2 of this Decree.

4. Determine Committee responsible body in the field of use and protection of the pastures belonging to it.

5. Approve the Program of measures for protection and effective use of pastures according to appendix No. 1.

6. To committee on the pastures belonging to it to take measures on:

to use and protection of pastures, including the organization and control of rational and target use of pastures by users, irrespective of their pattern of ownership;

to development of cultivation of giant-fennel, effective use of wild-growing giant-fennel, and also preserving its areas of distribution and increase in cultural plantations of giant-fennel;

to implementation of the state control and effective management in use of pastures.

7. To the Ministry of Agriculture, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with Committee till August 1, 2023:

carry out inventory count of the pasturable land (except for lands of forest fund) leased to physical persons and legal entities, to study condition of use of pastures and fulfillment of requirements of the agreement;

by results of inventory count and studying to take the measures established by the legislation concerning cases of failure to carry out of terms of the contract, in particular, of inappropriate use of pasturable land and to make the offer on data transmission of pasturable land in permanent use of Committee;

adjust conducting electronic accounting of pasturable land.

8. Establish procedure according to which during creation of cultural plantations of giant-fennel within two years from the moment of execution of acts of landing by Committee periodic monitoring is carried out and following the results of monitoring the area of germination of plant it is entered by the Ministry of natural resources in the state register as plantation. At the same time:

To committee together with the Ministry of natural resources, Academy of Sciences interested in the ministries, departments and public authorities on places to carry out inventory count of the cultural plantations of giant-fennel created on pasturable land to three-months time;

To provide to the ministry of natural resources following the results of inventory count and studying exception of the state register of the plantations which are not recognized as cultural plantations of giant-fennel.

9. To committee together with Border troops of Service of state security, the Ministry of natural resources and other interested ministries and departments in three-months time to develop and bring in the Cabinet of Ministers procedure for use of pastures by business entities - members of Association on development of grazing farmings in border zone and the border region.

10. When calculating of the caused damage to objects of flora to establish the amount of calculation of the caused damage on each kilogram of juice (pitch), seeds and each bush of plant of "smelly giant-fennel the" (Ferula Assa-foetida) which is not included in the Red List of the Republic of Uzbekistan in the amount of 1 coefficient from the amount of basic settlement size, on each kilogram of juice (pitch), seeds and each bush of plant of "the Tajik giant-fennel the" (Ferula tadshikorum Pimenov) included in the Red List of the Republic of Uzbekistan - in the amount of coefficient 1,5 from the amount of basic settlement size.

For the purpose of providing natural population, reproduction and recovery of the plant of "the Tajik giant-fennel" included in the Red List of the Republic of Uzbekistan to impose from current year the moratorium on use of "the Tajik giant-fennel" for a period of three years.

To committee together with the Ministry of natural resources and the interested ministries and departments to take adequate measures for use (extraction from the nature, collection, cutting down, damage, destruction) and realization on land which is under its authority, all types of plant of giant-fennel included and not included in the Red List of the Republic of Uzbekistan without the corresponding permission.

11. To provide to the Ministry of Internal Affairs according to requests of Committee in accordance with the established procedure registration, issue and prolongation of multi-visas to the foreign specialists involved to projects implementation in the field of grazing farming and also their registration in the place of temporary stay and its prolongation.

12. To committee together with the Ministry of Foreign Affairs, the Ministry of employment and reducing poverty, and also the interested ministries and departments for the purpose of providing with skilled workers of the business entities specializing in cultivation of giant-fennel to take measures on:

the organizations in the monocenters created in regions of the republic based on requests of the specified subjects, training courses on effective use of pastures, use of resource-saving technologies, cultivation and conversion of plant of giant-fennel;

to ensuring high-quality carrying out studies on training courses, including to attraction to occupations of highly qualified specialists;

to involvement of specialists from the foreign states at the request of subjects of entrepreneurship for the organization of cultural plantations of giant-fennel and harvesting of natural products of giant-fennel.
