About measures for reforming of system of public transport

Large-scale work on improvement of motor transportation servicing of the population, expansion of route network of public transport and updating of the park of railway vehicles by modern environmentally friendly buses is in recent years carried out.

On the basis of new approaches with participation of foreign experts the new route network of public transport of the city of Tashkent is developed.

At the same time non-compliance with regularity of movement, requirements to safety and quality of transportations, lack of the differential tariffs for journey, failure to provide of priority of public transport service reduce its attractiveness.

The operating system of financing of public transport does not allow to update the park of railway vehicles on system basis and to widely attract private investments into industry.

For the purpose of complete requirements satisfaction of the population in passenger traffic of proper quality and comfort, creation of attractive business environment for private sector by implementation in industry of the market principles, in particular, enhancement of system of financing and tariff policy, and also according to the Strategy of development for New Uzbekistan for 2022 - 2026:

1. Approve the offer of the Ministry of transport and the Ministry of Economics and finance on step-by-step implementation of system of the organization and financing of public conveyances on limiting rates on regular city bus routes on basis gross - the contract.

2. Within system of the organization and financing of public conveyances on limiting rates on regular city bus routes on basis gross - the contract to establish procedure according to which:

settlings with the carriers rendering services in public conveyance by buses (further - carriers), are performed by authorized state body based on criteria "the passable way" and "quality";

practice of establishment for carriers of the plan task for daily collection of fare with transfer of receipts of fare to maintaining authorized state body is cancelled;

along each bus route carriers are determined by results of the electronic tender;

the initial cost of the route exposed on tenders is created along each bus route for each kilometer of covered distance taking into account the costs connected with public conveyance and also 10 percent profitability;

under the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas and the city of Tashkent the automated dispatcher control and the control system for monitoring of accomplishment by carriers of indicators of route, determination and assessment of amount and quality of the performed works, control of payment for journey and qualities of the provided services will be organized;

special funds of the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas and the city of Tashkent for implementation of settlings with carriers, content of the automated dispatcher control and the control system, accumulation of receipts from payment for journey are created;

the difference between expenses of special funds of the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas and the city of Tashkent and their income is compensated for the account of means of the Government budget;

the procedure for indemnification, the services in limiting rates suffered in connection with rendering, and the costs connected with acquisition of buses at the expense of the Government budget is not applied to carriers.

To the Ministry of Economics and finance to take into account that when forming parameters of the Government budget for 2024 to carriers the losses suffered in connection with rendering services in limiting rates on city bus routes and the costs connected with acquisition of buses are not paid.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the Ministry of transport and the Ministry of Economics and finance:

a) provide implementation in the cities of new network of bus routes, the step-by-step organization of the automated payment system and the automated dispatching office of service:

till March 1, 2023 - in the city of Tashkent;

till August 1, 2023 - in the cities of Andijan, Samarkand, Namangan, Qarshi and Urgench;

till June 1, 2024 - in the city of Nukus and other regional centers;

b) provide step-by-step enforcement of system of the organization and financing of public conveyances on limiting rates on regular city bus routes on basis gross - the contract:

since April 15, 2023 - in the city of Tashkent;

since January 1, 2024 - in the cities of Andijan, Samarkand, Namangan, Qarshi and Urgench;

since June 1, 2024 - in the city of Nukus and other regional centers;

c) at least in two months prior to the terms specified in the subitem "b" of this Item within implementation of system of the organization and financing of public conveyances on limiting rates on regular city bus routes on basis gross - the contract to provide:

determination of initial cost of each route exposed on tenders, and timely carrying out electronic tenders;

forming of the means which are subject to allocation at the expense of the Government budget on the basis of calculations.

Determine that the means necessary for system of the organization and financing of public conveyances on limiting rates on regular city bus routes on basis gross - the contract, in 2023 are allocated at the expense of additional resources of the republican budget, since 2024 are provided in parameters of local budgets.

4. Prohibit fixing to carriers of bus routes in other procedure, than it is provided by this resolution:

since April 15, 2023 - in the city of Tashkent;

since January 1, 2024 - in the cities of Andijan, Samarkand, Namangan, Qarshi and Urgench;

since June 1, 2024 - in the city of Nukus and other regional centers.

5. For the purpose of implementation of flexible rates for passengers when using of public transport, and also promoting electronic payments to implement procedure according to which:

reduced and free rates proceeding from the number of changes from one route passenger transport on another within one hour are applied;

are entered limit and unlimited one-day, one - three - six-months and annual tariff plans when using of route passenger transport irrespective of its type;

the stimulating rates when using on routes of electronic payment system for journey are established.

To khokimiyat of the city of Tashkent, proceeding from this Item to develop new rates, to carry out their public discussion and consideration in city Kengashe of People's Deputies and to enter into practice since April 1, 2023.

6. Determine additional sources of forming of means of special funds of the Ministry of transport of the Republic of Karakalpakstan, managements of transport of areas and the city of Tashkent:

50 percent from the amount of the penalties levied for the road traffic offense fixed by means of the special automated program technical means of photo and video fixing established by shuttle buses;

50 percent of the means arriving from advertizing by shuttle buses and also part of receipts from advertizing on objects of road and transport infrastructure;
