About additional measures for complex social and economic development and further increase in level of living of the population of the Navoiy region in 2023-2024

For the purpose of transformation of the Navoiy region to "the region, free from unemployment and poverty" by formation of chain of value added, creation of new workplaces and increase in the income of the population due to support of entrepreneurship, effective operation of not used state assets, the available inventories of natural resources, land of agricultural purpose and water resources, development in the field of engineering and communication, production and service infrastructure, and also investment attraction:

1. Determine the main directions of development of the Navoiy region in 2023-2024:

employment of the population and transformation makhally in "the territory, free from unemployment" by improvement of business climate and support of entrepreneurship;

development of spheres of production and services by means of effective operation of not used state assets and the available inventories of natural resources;

further acceleration of creation in makhallyakh the microcenters in such directions as the industry, workmanship, nadomnichestvo, livestock production, trade and rendering services taking into account specialization makhally;

increase in production of agricultural products by means of rational use of land of agricultural purpose and water resources, and also creation of new workplaces.

2. Approve:

the schedule of employment of the population of the Navoiy region by industries and spheres in 2023 according to appendix No. 2 *;

the address list of the carried-out works on development of engineering and communication, production and service infrastructure according to appendix No. 3 *;

the address list of the carried-out works on improvement of infrastructure and material and technical resources of objects of the social sphere according to appendix No. 4 *;

the address list of the carried-out works on development of engineering and communication, production and service infrastructure in Hatyrchinsky district according to appendix No. 5 *;

the address list of the carried-out works on improvement of infrastructure and material and technical resources of objects of the social sphere in Hatyrchinsky district according to appendix No. 6 *;

the address list of actions for reconstruction, repair and recovery of objects of irrigation and melioration according to appendix No. 7 *;

the list of 18 subsoil plots with inventories exposed on biddings with the investment obligation in 2023 for the purpose of development of the industry of construction materials and adjustment of deep inventory conversion of raw materials according to appendix No. 8 *;

the address list of the microcenters created in such directions as the industry, workmanship, nadomnichestvo, livestock production, trade and rendering services, in 2023 according to appendix No. 9 *;

the address list of the new small industrial zones created in total on 29,6 of hectare of land, and the Address program of actions for their providing with engineering and communication infrastructure in 2023-2024 according to appendices No. 10, 10a*.

3. To provide to the ministry of the mining industry and geology together with khokimiyat of the Navoiy region till June 1, 2023 exposure to biddings of 18 subsoil plots with inventories specified in appendix No. 8 * to this resolution.

4. Determine that according to the Program approved according to appendix No. 10a * to this resolution:

project development of master plans is performed at the expense of means of the local budget of the Navoiy region and Fund of development of infrastructure of entrepreneurship under khokimiyat of the Navoiy region;

the project organization for project development of master plans is determined in accordance with the established procedure;

financing of objects is performed on the basis of the specifications provided in accordance with the established procedure by supply agencies after development of master plans of small industrial zones, and also by fund of development of infrastructure of entrepreneurship under khokimiyat of the Navoiy region.

5. Approve the list of the state assets in the territory of the Navoiy region exposed on the public biddings, remaining unrealized during long term to which the mechanism of step-by-step reduction of prices at the rate to 50 percent of original cost, according to appendix No. 11 * is used;

6. Approve the offer of the Cabinet of Ministers, khokimiyat of the Navoiy region, the Ministry of Agriculture, Ministry of natural resources and the Ministry of investments, the industry and trade on the translation in total of 543,3 of hectare of the lands carried to lands of inventory, from them 13,0 of hectares of the irrigated lands of agricultural purpose, from category of lands of agricultural purpose in category of lands of the industry, transport, communication, defense and other appointment according to appendix No. 12 * for the purpose of construction of small industrial zones, malls, complexes of consumer services and other industrial facilities in districts of the Navoiy region.

7. To the agency according to the inventory together with the Ministry of Agriculture in connection with change of category of land fund of the parcels of land determined in appendix No. 12 * to this resolution to make corresponding changes to the national status report of land resources.

8. To provide to khokimiyat of the Navoiy region:

compensation in accordance with the established procedure losses of agricultural and forestry and landscape production owing to change of category of land fund of the parcels of land;

realization in accordance with the established procedure the parcels of land which category is changed according to appendix No. 12 * to this resolution.

9. Approve:

Target indicators of repeated introduction into circulation in 2023 of 5 047 hectares of land removed from turnover in total according to appendix No. 13 * for the purpose of the prevention of reducing the parcels of land of agricultural purpose in the Navoiy region;

land introduced into circulation in 2023 in the Navoiy region and also the directions of their use according to appendix No. 14 *;

the address list of the organization of effective use of pastures and land with the complicated water supply in the territory of the Navoiy region according to appendix No. 15*.

To provide to the ministry of water economy and the Ministry of Agriculture together with khokimiyat of the Navoiy region implementation of water saving technologies, holding actions of the laser layout and repeated introduction into circulation of land removed from turnover.

10. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of September 10, 2022 No. PP-373 "About additional measures for increase in the income of the population by support of creation of Dehkan farms" 3 195 hectares adjacent to settlements, released from under cotton and grain of the acreage with good water supply which are in use of farms and clusters are leased in 2023 to the population by means of open electronic tender according to appendix No. 16*.
