About approval of the National education program in the field of human rights in the Republic of Uzbekistan

Proceeding from it for the purpose of further enhancement of human rights education in the country, ensuring realization of National strategy of the Republic of Uzbekistan on human rights, and also effective and timely implementation of the tasks determined at the fourth stage of the World education program in the field of human rights:

1. Take into consideration that within realization of initiatives and the proposals of the President of the Republic of Uzbekistan made at the 76th session of the General Assembly of the United Nations and the 46th session of Human Rights Council on December 5-6, 2022 in the city of Samarkand the Global forum "Human rights education" is held.

2. Approve the human rights educations developed as a result of comprehensive study of topical issues, the analysis of the best foreign practices, extensive public discussion, the international and national consultations:

The national education program in the field of human rights in the Republic of Uzbekistan (further - the National education program) according to appendix No. 1;

"Road map" on implementation of the National education program in the field of human rights in the Republic of Uzbekistan (further - "Road map") according to appendix No. 2.

Specify the personal responsibility of the first heads of the ministries and departments for full, high-quality and timely implementation of the tasks determined in "Road map".

3. The national commission on realization of the fourth stage of the World education program in the field of human rights in the Republic of Uzbekistan (further - the National commission) (A. Saidov) concerning implementation of the National education program and "Road map":

perform regular monitoring and bring in the relevant ministries and departments of the offer and recommendation about high-quality and timely accomplishment of actions in the relevant ministries and departments;

provide placement on permanent basis on official websites and in mass media of the detailed information containing specific indicators and the achieved results;

enter the summarized information in chambers of Oliy Majlis and to the President of the Republic of Uzbekistan each six months;

provide preparation, transfer into foreign languages and the publication of information state-of-the-art reviews.

Determine that the expenses connected with the edition and the publication of information state-of-the-art reviews and their transfers become covered at the expense of the funds allocated within the Government budget to the National center of the Republic of Uzbekistan on human rights (further - the Center).

4. To provide to the executives in charge determined in "Road map" to the 5th day of every month information on accomplishment of the tasks assigned to them in working body of the National commission on realization of the fourth stage of the World education program in the field of human rights in the Republic of Uzbekistan - the Center.

5. Recommend to chambers of Oliy Majlis to hear and to critically discuss information of the National commission on the course of implementation of the National education program and "Road map".

6. Implement, since 2023/2024 academic years, in system of professional and higher education respectively training and special courses of "Human right", "The rights of women", "The child's rights".

To the ministry of the higher education, science and innovations together with the Center till June 1, 2023 to constitute the specific list of the professional and higher educational organizations in which training and special courses of "Human right", "The rights of women", "The child's rights" will be implemented, and also to take measures for enhancement of the appropriate training programs.

7. Establish procedure according to which since June 1, 2023 the Center annually:

the National competition "Education and Innovations in the field of Human Rights and Freedoms" is held;
