1. Approve the enclosed Rules about technical supply of carrying out delimitation and demarcation of Frontier of the Republic of Kazakhstan.

Declare invalid the order of the Minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of January 22, 2020 No. 21/Tax Code "About Approval of Rules about Technical Supply of Carrying Out Delimitation and Demarcation of Frontier of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts No. 19930).

3. To provide to committee of geodesy and cartography of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan, after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules about technical supply of carrying out delimitation and demarcation of Frontier of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules about technical supply of carrying out delimitation and demarcation of Frontier of the Republic of Kazakhstan (further – Rules) are developed according to the subitem 14) of article 13 of the Law of the Republic of Kazakhstan "About geodesy, cartography and spatial data" and determine procedure for technical supply of carrying out delimitation and demarcation of Frontier of the Republic of Kazakhstan.

2. The purpose of technical supply of carrying out delimitation and demarcation of Frontier of the Republic of Kazakhstan (further – technical supply) are cartographical, geodetic, topographical and hydrographic works.

3. Technical supply is performed by the subordinated organization of authorized body in the sphere of geodesy, cartography and spatial data.

4. In these rules the following basic concepts are used:

1) geodetic network – set of geodetic Items which provision on the land surface is determined based on geodetic measurements in general for them to reference system of geodetic coordinates;

2) hydrographic works – the complex of works which is carried out for receipt of detailed information on situation on water objects and also data collection about their relief and surface of the water;

3) remote sensing of Earth (further – DZZ) – process of receipt of information on the Earth's surface by observation and measurement from space and airspace of own and reflected radiation of elements of sushi, the ocean and the atmosphere;

4) cartographical works – work category which appointment is creation of cartographical products by results of survey or according to initial cartographic materials, and also creation of digital and electronic cards on materials AFS and DZZ;

5) redemarkation – recovery lost and the repair of obsolete border markers, installation of additional border markers which are drawn up by the international treaty ratified by the Republic of Kazakhstan;

6) delimitation – the determination of provision and direction of Frontier under the agreement between the adjacent states which is drawn up by the international treaty ratified by the Republic of Kazakhstan, and graphical represented on the cards attached to this international treaty;

7) land works – category of field and cameral works which purpose is survey, determination of coordinates and heights, field deshifrirovaniye of the area and updating of topographic maps and plans;

8) demarcation – determination and designation of Frontier on the areas which are drawn up by the international treaty ratified by the Republic of Kazakhstan.

Chapter 2. Procedure for technical supply of carrying out delimitation of Frontier of the Republic of Kazakhstan

5. Cartographical ensuring delimitation of Frontier of the Republic of Kazakhstan (further – Frontier) includes:

1) providing with required cartographic (help) materials;

2) carrying out cartographical works, on drawing the line of Frontier on the card;

3) creation of the description of passing of the line of Frontier (further – the description of border) between the Republic of Kazakhstan and the adjacent states.

6. Treat cartographic (help) materials:

1) the international agreements establishing passing of Frontier between the Republic of Kazakhstan and the adjacent states;

2) materials DZZ;

3) topographic maps;

4) the plans of the land and forest cadastre specifying the Frontier provision;

5) materials of graphical accounting of lands;

6) land use materials;

7) plans of the cities and other settlements on the area of passing of Frontier.

7. Cartographical works on drawing the line of Frontier on the card are carried out in the following sequence:

1) selection of topographic maps of necessary scale of the last years of the edition (in some cases fragments of topographic maps of larger scale);

2) breakdown of the line of Frontier on conditional sites:
