O measures for enhancement of public administration in the field of equipment of Armed Forces of the Republic of Uzbekistan and defense industry

According to the Presidential decree of the Republic of Uzbekistan of December 21, 2022 No. UP-269 "About Measures for Realization of Administrative Reforms of New Uzbekistan" for the purpose of enhancement of system of equipment of the ministries and departments which are part of Armed Forces of the Republic of Uzbekistan, and law enforcement agencies (further - special bodies) modern arms, the military and special equipment, creations of more favorable conditions for effective functioning of defense industry:

1. Form State commission on equipment of Armed Forces of the Republic of Uzbekistan (further - State commission) in structure according to appendix No. 1, having determined it the main objectives:

determination of short-term, medium and long-term terms of providing special bodies with arms, the military and special equipment and other products of military and dual purpose (further - products of military and dual purpose);

consideration and approval of comprehensive programs on providing Armed Forces of the Republic of Uzbekistan with products of military and dual purpose;

consideration of questions of financing of providing special bodies with products of military and dual purpose and determination of its sources;

consideration and approval of the state defense order;

consideration of offers on production organization new or to upgrade of the existing products of military and dual purpose, investment attraction and adjustment of public-private partnership in this sphere, to provision of privileges and preferences for development of industry;

determination of measures for creation of strategic product inventories of military and dual purpose, component parts and spare parts, food, ware property, medicines, fuels and lubricants and other military and technical property;

consideration of questions of development of defense industry, creation of new capacities of production of military and dual purpose;

consideration of offers on fixing to local production enterprises of mobilization task for wartime;

consideration of course of execution of measures for equipment of special bodies and to development of defense industry.

For the purpose of execution of orders of State commission to form Organizational administrative group on realization of tasks of equipment of Armed Forces of the Republic of Uzbekistan in structure according to appendix No. 2.

2. Create based on the State committee on defense industry:

The agency of defense industry under the Ministry of Defence (further - the Agency);

The state unitary enterprise "O" ztextreyd" (further - SUE O ztextreyd") under the Ministry of investments, the industry and trade.

3. Determine that:

a) the main objectives of the Agency are:

regulation of organization activity and the production enterprises of defense value performing development, production, repair, upgrade, utilization and conversion of products of military and dual purpose (further - the companies of defense industry), and also creation of new productions, including by cooperation with domestic enterprises and foreign partners;

ensuring technological independence in the field of defense industry, production organization of the important products of military and dual purpose, and also import-substituting and export-oriented products on the basis of modern technologies;

the organization of providing special bodies with products of military and dual purpose and other material means made at the companies of defense industry;

implementation of military and technical cooperation with foreign partners, attraction of foreign investments to the sphere, and also the organization of export (realization) of products (works, services) of military and dual purpose of the companies of defense industry;

development of production of military and dual purpose, new materials, component parts and raw materials, the organization and carrying out the research and development works directed to creation of modern technologies;

realization of single technical policy taking into account the international experience in case of development, production, repair, upgrade, unification, adaptation, liquidation (utilization), conversion of products of military and dual purpose, and also in case of their import and export, control of observance of standards and quality requirements of products;

the organization of preparation, retraining and advanced training of scientific personnel, engineers, designers and designers for the companies of defense industry;

b) the main objectives SUE O ztextreyd" are:

implementation of transactions on purchase (import) of products (works, services) of military and dual purpose made abroad for needs of special bodies;

implementation of realization (export) of the released products of military and dual purpose on the foreign markets;

export promotion of products (works, services) of military and dual purpose made by the companies of defense industry;

participation in implementation of military and technical cooperation with foreign partners and in case of attraction of foreign investments to the sphere of defense industry.

4. Determine that:

a) Agency:

is single state body on development and realization of state policy in the field of regulation of activities of the companies of defense industry and their development;

performs licensing of activities in the field of development, productions, repair and realization of arms and ammunition, remedies, military equipment, their spare parts, component parts and devices if they are not used in other industries, and also special materials and special equipment for their production;

is legal successor by all rights and obligations of the State committee on defense industry, except as specified, provided by the paragraph third the subitem "b" of this Item;

b) SUE O ztextreyd":

is single purchasing agent (import) of products (works, services) of military and dual purpose, made abroad, within the state defense order;

is legal successor of the State committee on defense industry under agreements (contracts) on purchase (import) of products (works, services) made abroad for needs of special bodies, and also sale (export) of the released products of military and dual purpose on the foreign markets.

5. Establish procedure according to which:

a) since April 1, 2023 the mechanism of the guaranteed purchase of localizable products of military and dual purpose within amount of the means of the Government budget planned for allocation for purchase of products of military and dual purpose by the conclusion in accordance with the established procedure of the agreement for a period of three years takes root;

b) entrance visas to the foreign specialists invited to the Republic of Uzbekistan within joint plans, programs and other actions of military, military and technical cooperation are drawn up based on visa requests of special bodies, the Agencies and SUE O ztextreyd" without collection of the consular fee at the international airports;
