About additional measures for complex social and economic development and further increase in level of living of the population of the Kashkadarya region in 2023 - 2025

For the purpose of formation of chain of value added, creation of new workplaces and increase in the income of the population of the Kashkadarya region due to support of entrepreneurship, effective operation of not used state assets, the available natural resources and inventories, water resources and land referred to category of lands of agricultural purpose, and also investment attraction:

1. Determine the main directions of development of the Kashkadarya region in 2023:

employment of the population by improvement of business climate and support of entrepreneurship, transformation makhally in the territory, free from unemployment;

development of spheres of production and services by means of establishing effective operation of not used state assets, the available natural resources and inventories;

further acceleration of creation in makhallyakh the microcenters in such directions as the industry, workmanship, home work, livestock production, trade and rendering services, taking into account specialization makhally;

increase in production of agricultural products by means of rational use of lands of agricultural purpose and water resources;

development of roadside infrastructure, tourist, educational, medical services and creation of new workplaces around the international highway passing through the area territory.

2. Determine the main target indicators of the Kashkadarya region for 2023 providing finishing:

amount of gross regional product - to 59 032 billion sum;

production volume of industrial output - to 24 012 billion sum;

production volume of agricultural products - to 31 456 billion sum;

amount of rendering services - to 19 900 billion sum;

population, occupied with revenue-producing work, - to 440 thousand people;

amount of regional export - to 325, 9 million US dollars.

3. Approve:

The actions plan on complex development of the Kashkadarya region in 2023 - 2025 according to appendix No. 1;

The address list of actions for providing large production projects with external engineering and communication networks with participation of direct foreign and domestic investments in 2023 - 2025 according to appendix No. 2;

The list of 46 subsoil plots with inventories exposed on biddings until the end of the I quarter 2023 for the purpose of development of the industry of construction materials and adjustment of deep inventory conversion of raw materials according to appendix No. 3;

The list makhally in which the microcenters in such directions as the industry, workmanship, home work, livestock production, trade and rendering services, in 2023, according to appendix No. 4 are created;

programs of creation in 2023-2024 and providing small industrial zones with engineering and communication infrastructure according to appendices No. 5 and 5a.

4. To provide to the ministry of the mining industry and geology together with khokimiyat of the Kashkadarya region till May 1, 2023 exposure to biddings of 46 subsoil plots with inventories specified in appendix No. 3 to this resolution.

5. Determine that according to the Program approved according to appendix No. 5a:

project development of master plans is performed at the expense of means of the local budget of the Kashkadarya region and Fund of development of infrastructure of entrepreneurship under khokimiyat of the Kashkadarya region;

the project organization for project development of master plans is determined in accordance with the established procedure;

financing of objects is performed on the basis of the specifications provided in accordance with the established procedure by supply agencies after development of master plans of small industrial zones, and also by fund of development of infrastructure of entrepreneurship under khokimiyat of the Kashkadarya region.

6. Determine that takes root the following procedure for realization of the state assets located in the Kashkadarya region, according to which:

a) according to the procedure of experiment:

72 state assets specified in appendix No. 6, remained unrealized on biddings within more than three months, are offered for sale with step-by-step decrease in their prices to 50 percent of the established cost;

on 40 state assets specified in appendix No. 7, the prices of which about 50 percent, but being at the biddings more than one year are reduced, it is allowed to pay redemption payments in three-year time by installments in equal shares irrespective of the prices of their realization on biddings;

b) for a period of up to January 1, 2025 the state assets, unrealized on biddings within six months, are offered for sale at reduced price in the amount of 50 percent of estimated value.

7. Approve the offer of the Cabinet of Ministers, khokimiyat of the Kashkadarya region, the Ministry of Agriculture, Ministry of investments, the industry and trade on the translation in total of 206,0 of hectares, from them 32,1 of hectare of the irrigated lands which are not used in agricultural industry, from category of lands of agricultural purpose in category of lands of the industry, transport, communication, defense and other appointment according to appendix No. 8 for the purpose of construction of small industrial zones, malls, complexes of consumer services and other industrial facilities in districts of the Kashkadarya region.

8. To the agency according to the inventory together with the Ministry of Agriculture in connection with change of category of land fund of the parcels of land determined in appendix No. 8 to this resolution to make corresponding changes to the national status report of land resources.

9. To provide to khokimiyat of the Kashkadarya region:

compensation in accordance with the established procedure losses of agricultural and forestry and landscape production owing to change of category of land fund of the parcels of land;

compensation in the procedure for losses (expenses on compensation) suffered by owners, users, lessees of the parcels of land, owners of real estate units in connection with seizure of land for social needs established by the legislation;

state registration as state-owned property of the parcels of land withdrawn in accordance with the established procedure for social needs, and their realization according to the procedure, established by the Land code.

10. For the purpose of the prevention of reducing the parcels of land of agricultural purpose in the Kashkadarya region to approve Target indicators of repeated introduction into circulation in 2023 in total of 5 439 hectares of the land area removed from turnover according to appendix No. 9.

To provide to the ministry of water economy and the Ministry of Agriculture together with khokimiyat of the Kashkadarya region implementation of water saving technologies, holding actions of the laser layout and repeated introduction into circulation of land removed from turnover.

11. Approve:

20 thousand hectares of the land area transferred by forestry Agency and Committee on development of the silk and woolen industry to inventory of khokimiyats of the respective districts of the Kashkadarya region according to appendix No. 10;

Target indicators of placement of pomegranate and other cultures on 20 thousand hectares of the land area transferred to inventory of khokimiyats of the respective districts of the Kashkadarya region and 10 thousand hectares of the land area removed from turnover in 2023 - 2025 according to appendix No. 10a.

12. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of September 10, 2022 No. PP-373 "About additional measures for increase in the income of the population by support of creation of Dehkan farms" 10 530 hectares of the acreage adjacent to settlements released from under cotton and grain in farms and clusters with good water supply in 2023 are leased to the population by means of open electronic tender according to appendix No. 11.

13. And khokimiyat of the Kashkadarya region to provide to the ministry of employment and reducing poverty together with the Ministry of Agriculture, Agency on rendering services in agricultural industry:

sowing of agricultural crops on acreage by the principle "One area - one product" proceeding from specialization makhally;

accounting of crops and receipt of harvests on land leased to the population by means of open electronic tender in 2023;

rendering assistance to Dehkan farms in application of advanced technologies and achievement of effective results in agriculture, and also the organization of educational seminars;

allocation of subsidies to the land owners who are members of agricultural cooperatives on acquisition of means of irrigation, seeds and saplings;

assignment of the soft credits on construction of greenhouses from easy designs on acreage allocated to Dehkan farms in areas with widely developed hothouse network without installation of systems of heating.

14. To the deputy prime minister D. A. Kuchkarov, the Central bank and the Ministry of employment and reducing poverty during 2023 to allocate to the Kashkadarya 1,1 region of one trillion sum of credit resources within the Development program of family entrepreneurship.

15. To the ministry of employment and reducing poverty together with khokimiyat of the Kashkadarya region in three-months time to develop for subjects of entrepreneurship referral packets on use of technologies "Climate Smart" in production of agricultural products and to creation of chain of value added, and also to organize educational seminars for representatives of farmer and Dehkan farms.

16. To the Ministry of Agriculture together with the Agency according to the inventory and khokimiyat of the Kashkadarya region till May 1, 2023 to enter in Administration of the President of the Republic of Uzbekistan information on the acreage leased to the population by means of open electronic tender for creation of new Dehkan farms in 2023, the right to which lease underwent state registration.

17. To khokimiyat of the Kashkadarya region together with the Ministry of Economics and finance, the Ministry of Construction and Housing and Communal Services and commercial banks till June 1, 2023 to finish development of master plans of the territories having high potential in the city of Qarshi, Kamashinsk and Shakhrisabzsk areas.

At the same time:

To the Ministry of Construction and Housing and Communal Services together with the Agency according to the inventory, Agency on management of the state assets and khokimiyat of the Kashkadarya region based on master plans to expose the empty land on biddings;

recommend to commercial banks to render assistance in financing of investment projects of creation of the service and shopping facilities performed based on master plans.

18. To khokimiyat of the Kashkadarya region together with the Ministry of Economics and finance and the Ministry of Construction and Housing and Communal Services:

till September 1, 2023 to provide completion of works on construction of buildings of ten multi-storey apartment houses in Kukdalinsky and Guzarsky districts;

till March 1, 2023 to make in the Cabinet of Ministers the offer on construction in accordance with the established procedure of the arrays "Yangi Uzbekiston" in Kitabsky and Qarshi districts.

19. To provide to the agency of information and mass communications together with National broadcasting company of Uzbekistan, National news agency of Uzbekistan and khokimiyat of the Kashkadarya region extended coverage of essence and content, and also the purposes and tasks of this resolution in mass media.
