1. Approve Rules of use of airspace of the Republic of Belarus (are applied).

1. These rules determine procedure for the organization of use of airspace of the Republic of Belarus, and also procedure for its use for the benefit of citizens and economy, defense and safety of the state.
2. For the purposes of these rules the following terms and their determinations are used:
the emergency notification – the air traffic maintenance provided for the notification of the relevant organizations on the air vehicles needing the help of services of search and rescue, and rendering necessary assistance to such organizations;
automated management of air traffic – realization of control procedure for air traffic by means of automated control system for air traffic or the automated workplace of air traffic control;
aeronautical data – the actual data or instructions stated according to the procedure, suitable for communication, the interpretations or processings concerning characteristics and actual state of airfields, airline hubs, elements of structure of airspace of the Republic of Belarus and means of radio engineering providing and communication necessary for the organization and accomplishment of flights;
airline hub – close located airfields, the organization and accomplishment of flights from which requires special approval and coordination;
aerial photography – photo and video filming in all areas of optical spectrum of the Earth's surface and objects which are on it, with use of the camera (video camera) established on stabilization platform of the flight vehicle which is carrying out flight in airspace, with fixing of the received image on any data carriers;
safe height – flight height excluding collision of the air vehicle with earth's (water) surface or with obstacles in it;
off-track route – the flight track of the air vehicle passing out of routes of air traffic maintenance;
air picture – simultaneous relative positioning of air vehicles and other material objects in certain part of airspace;
airway – the corridor limited on height and width in airspace intended for accomplishment of flights of air vehicles and equipped with controls, control and radio navigation;
airspace for accomplishment of flights along free routes (further – FRA) – part of controlled airspace of class C within which flights between the established and published points in the Minsk district of flight information on the trajectory as close as possible to orthodromic track can be planned and be carried out;
airspace of air traffic maintenance – airspace of certain sizes with alphabetic designation within which certain types of flights can be carried out and for which air traffic maintenance and certain rules of flights are established;
the temporary mode of use of airspace of the Republic of Belarus (further – the temporary mode) – the special procedure for use of airspace of the Republic of Belarus established and entered by bodies of the Single system of air traffic management of the Republic of Belarus (further – the Single system) for a period of up to two days for implementation of activities for use of airspace of the Republic of Belarus (further – activities for use of airspace) requiring the special organization of this use;
the secondary radar – the radar-tracking system in which the radio signal transferred by radar station causes transfer of answer-back radio signal by other station;
transition height – set value of absolute altitude for transfer of scale of pressure of barometric altimeter on standard (760 mm of mercury column, or hPa 1013,2) in case of set of the set echelon.
In airspace of the Republic of Belarus value of height of transition makes 1850 m (6 000 ft);
flight height – distance down from certain level to the air vehicle. Depending on the level of zero reference datum differentiate heights: true (from the level of the point which is directly under the air vehicle), relative (from the specified datum level) and absolute (from mean level of the sea);
the dispatching area – the part of controlled airspace established for provision of air traffic maintenance;
dispatching air traffic maintenance – the services of controlled flights provided for the purpose of collision avoidance of air vehicles among themselves and other material objects in air with obstacles, including in the maneuvering area of airfield, maintenance of the arranged flow of air traffic, assistance to air vehicles, in distress;
the air traffic control clearance – permission to the air vehicle to be effective in accordance with the terms, established by dispatching body;
the document of aeronautical information – the document published in accordance with the established procedure containing aeronautical data;
the request for use of airspace (further – the request) – the document of the established sample containing necessary data for providing and accomplishment of activities for use of airspace;
takeoff area and landings – the airspace of the established sizes intended for maneuvering of air vehicles in case of take-off and landing approach;
zones of accomplishment of tasks of the state value – zone of the restrictions set the sizes within which during certain period actions for ensuring national security, safety of protected persons and protection of the protected objects against the threats connected with flights of air vehicles or other flight vehicles are performed;
the prohibited area – airspace of the established sizes within which use of airspace without special permission is forbidden;
restriction zone – airspace of the established sizes within which flights of air vehicles are limited to certain conditions;
the danger area – airspace of the established sizes within which during certain period the activities posing safety hazard of flights of air vehicles can be performed;
zone flight – the airspace of the established sizes intended for task performance on flight;
zone special – the airspace of the established sizes intended for accomplishment of test flights, aerial refueling, rockets firings, aerial gunneries and other special flights;
area navigation – the navigation method allowing air vehicles to carry out flight on any trajectory within action of radio lighthouse navaids or in the limits determined by opportunities of special autonomous means or their combinations;
controlled flight – any flight which is carried out in the presence of air traffic control clearance;
coordination of use of airspace of the Minsk district of flight information – administrative activities of bodies of the Single system within their competence on permission, approval, determination of the sequence and conditions of activities for use of airspace according to the state priorities, and also activities which can pose safety hazard of flights taking into account the set temporary modes, the short-term restrictions predicted and the actual air, airflow, ornithological picture and structure of airspace of the Republic of Belarus;
controlled airspace – airspace of certain sizes within which dispatching air traffic maintenance according to classification of airspace is performed;
short-term restriction of use of airspace of the Republic of Belarus – the special procedure for use of separate parts of airspace of the Republic of Belarus established and enacted by the military sector of the center of the Single system duration till two o'clock for operational safety control of use of airspace of the Republic of Belarus;
route – the projection of flight path of the air vehicle to earth's surface fixed by checkpoints (geographical coordinates of points) through which the air vehicle shall fly by;
route of area navigation – the route of air traffic maintenance established for air vehicles which can apply area navigation;
route of air traffic maintenance – the established route which is intended for direction of flow of movement of air vehicles for the purpose of air traffic maintenance. Routes of area navigation, airways, local airlines belong to route of air traffic maintenance;
local airline – the corridor limited on height and width in airspace intended for flights of air vehicles at heights below the lower echelon and provided with air traffic maintenance;
