About signs of solvency and rules of exchange of banknotes and coins of the Bank of Russia
Based on the Federal Law "About the Central Bank Russian Federation (Bank of Russia)" (Russian Federation Code, 2002, N 28, Art. 2790; 2003, N 2, Art. 157; N52 (part 1), Art. 5032; 2004, N 27, Art. 2711; N 31, of Art. 3233; 2005, N 25, Art. 2426; N30 of Art. 3101; 2006, N 25, the Art. 2648) this Instruction establishes signs of solvency of banknotes and coin of the Bank of Russia and the rule of exchange of the damaged banknotes and coin of the Bank of Russia.
1. The banknotes and coin of the Bank of Russia which are valid legal means of cash payment in the territory of the Russian Federation (including withdrawn from circulation), not containing counterfeit signs, without damages or the having damages of the following nature are solvent:
1.1. banknotes of the Bank of Russia: contaminated, worn out, torn; the having attritions, small openings, punctures, foreign texts, spots, prints of stamps; the lost corners, edges;
1.2. the coin of the Bank of Russia having small mechanical damages.
2. Are subject to exchange face value according to the procedure, the stipulated in Item 4 presents of the Instruction, the banknotes of the Bank of Russia which are valid legal means of cash payment in the territory of the Russian Federation, not containing counterfeit signs, but having damages of the following nature:
2.1. at least 55 percent which lost considerable fragment, but kept from the initial area (including burned, subjected to impact of aggressive environments, charred and decayed);
2.2. stuck together from fragments (without quantity of fragments) if one fragment or several fragments certainly belonging to one banknote of the Bank of Russia occupy at least 55 percent from the initial area of banknote of the Bank of Russia;
