About conditions of export financing

Based on the paragraph of the thirty first No. 93 "About additional measures for ensuring stable functioning of economy" the Council of Ministers of the Republic of Belarus DECIDES: parts one of subitem 2.10 of Item 2 of the Presidential decree of the Republic of Belarus of March 14, 2022

1. Determine that in 2023-2026:

1.1. in addition to the financing terms determined by part one of subitem 4.1 of item 4 of the Presidential decree of the Republic of Belarus of August 25, 2006 No. 534 "About assistance to commodity export development (works, services)" export loans are granted by "Development Bank of the Republic of Belarus" open joint stock company (further - Development bank), bankami*:

a) to residents (except for the leasing organizations) (further - the manufacturing organizations) for production of the goods included in the list established by Council of Ministers of the Republic of Belarus (further - the goods included in the list), and other goods (works, services) and subsequent their realization:

to the residents authorized on sales of goods, included in the list, and other goods (works, services) of producer organizations, or to members of holding which part the manufacturing organizations are (further - the implementing organizations), for the purpose of the subsequent sales of goods, included in the list, and other goods (works, services) to the organizations which are not residents;

to the organizations which are not residents on the basis of agreements of the order, the commission and other similar civil agreements signed with the implementing organizations;

for office use;

b) to the implementing organizations for realization to the organizations which are not residents, the goods included in the list and other goods (works, services):

acquired by the implementing organizations at producer organizations;

received by the implementing organizations for agreements of the order, the commission and other similar civil agreements signed with the manufacturing organizations;

The size of funds for compensation of losses to banks from implementation of financing of residents (creditors) under concession of monetary claim (factoring) in case of implementation of export contracts in Belarusian rubles is calculated as difference between:

the income estimated proceeding from daily remaining balance of outstanding amount on financing under concession of monetary claim (factoring) and the average interest rate which developed on bank for the accounting period on the loans granted to legal entities in Belarusian rubles;

the income under the agreement of factoring estimated proceeding from daily remaining balance of outstanding amount on financing under concession of monetary claim (factoring) and the interest rate of remuneration established in the form of discount and (or) other forms determined by this agreement for the accounting period;
