About water disposal and sewage treatment

This Law determines the legal, economic and organizational basis of functioning of system of water disposal directed to creating favorable conditions of activity of the person and protection of the surrounding environment against negative impact of sewage.

Section I. General provisions

Article 1. Determination of terms

1. In this Law terms are used in such value:

1) emergency - condition of potentially dangerous object, characterized by violation of limits and/or conditions of safe operation, but not turned into accident in case of which all adverse influences of sources of danger on personnel, the population and the environment keep in acceptable limits by means of the appropriate technical means;

2) production supervision in the sphere of water disposal - the activities of the subject of water disposal directed to control of compliance of processes of collection, transportation, cleaning and dumping of sewage to requirements of regulating documents;

3) water disposal activities on collection, transportation, cleaning and dumping of sewage by means of systems of water disposal or other constructions of branch and/or cleaning;

4) secondary cleaning - sewage treatment by means of process which includes biological cleaning with secondary upholding or other processes which provide observance of rules of protection of surface water from pollution with the return waters;

5) local clearing constructions constructions or devices for sewage treatment of the certain consumer according to requirements of Regulations of Admission of sewage to systems of centralized water disposal;

6) not centralized water disposal activities on collection, transportation and/or cleaning and dumping of sewage, carried out by certain consumers or customer group who are technically not connected with system of centralized water disposal;

7) normative cleaning - sewage treatment to the indicators established in permission to special water use;

8) objects of water disposal - networks, constructions, technical means, the equipment (devices) used in systems of water disposal;

9) rainfall of sewage - rainfall which is formed on treatment facilities of systems of water disposal in the course of sewage treatment;

10) primary cleaning - sewage treatment by means of physical and/or chemical processes, including subsidence of the hanged particles of solid substances, or other processes, after which biological consumption of oxygen within five days (BSK5) in sewage decreases at least by 20 percent, and the quantity of the hanged particles of solid substances decreases at least by 50 percent;

11) the company of not centralized water disposal - the subject of managing performing economic activity from not centralized water disposal;

12) the company of centralized water disposal - the subject of managing performing economic activity on centralized water disposal;

13) surface waste water - the waste water which is formed as a result of loss of atmospheric precipitation, washing of road and transport network, other territories public, the house adjoining territories or the territories of economic objects;

14) population equivalent - numerical indicator of loading of waste water organic substances, subject to biological decomposition, with five-day biochemical consumption of oxygen that constitutes 60 grams of oxygen per capita in days;

15) permanent placement of rainfall of sewage - stores organization and/or burials of rainfall of sewage which term of temporary storage expired at image that does not pose environmental hazard and health of the person;

16) current accounts with the special mode of use for carrying out payment under investment projects (further - special accounts) - the accounts of the companies of centralized water disposal intended for accumulating and use of means only for implementation of investment projects in the specified sphere;

17) current accounts with the special mode of use of borrowing facilities (further - special accounts of borrowing facilities) - the accounts of the companies of centralized water disposal opened in national or foreign currency, intended for accumulating and use of the credit (loan) means received from international financial institutions, foreign public institutions or in compliance of intergovernmental agreements, or the funds raised by the state or the companies in the sphere of centralized water disposal under the state and local guarantees only for preparation and implementation of investment projects (actions) in the specified sphere at the expense of such means and also for receipt of funds for return and servicing of the credit (loan) according to agreements of the credit;

18) system of removal of surface sewage - complex of networks, engineering constructions, improvement elements for acceptance, branch and purification of surface sewage;

19) system of water disposal - system of centralized or not centralized water disposal and water disposal of surface sewage;

20) system of not centralized water disposal - set of objects of water disposal for collection, transportation and/or cleaning and dumping of sewage from certain consumers or customer groups;

21) system of centralized water disposal - set of objects of water disposal for centralized removal, collection, transportation, cleaning and dumping of sewage, processing and utilization of rainfall of sewage of the settlement;

22) the consumer - the legal entity or physical person using system of water disposal based on the relevant agreement;
