Rules of giving by the foreign citizen or stateless person of the notification on confirmation of the residence in the Russian Federation

2. The notification is filled in in Russian is legible by hand or with use of technical means (the typewriter, the computer). When filling the notification use of reducings words, abbreviations and corrections is not allowed.

3. The notification moves according to the procedure, established by these rules:

the foreign citizen who reached 18-year age;

one of parents or other legal representative concerning the foreign citizen who did not reach 18-year age.

4. The foreign citizen who is temporarily living in the Russian Federation the notification moves in territorial authority of the Ministry of Internal Affairs of the Russian Federation directly or in electronic form with use of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - in electronic form) or through the federal state unitary enterprise authorized by the Ministry of Internal Affairs of the Russian Federation and being under its authority in the territories of certain subjects of the Russian Federation which list is determined by the Ministry of Internal Affairs of the Russian Federation (further - jurisdictional enterprise), or the organization authorized by the federal city of Moscow, involved in rendering assistance of the Ministry of Internal Affairs of the Russian Federation to territorial authority in implementation of power on acceptance of the notification based on the decision of the Ministry of Internal Affairs of the Russian Federation and the agreement on interaction of the Ministry of Internal Affairs of the Russian Federation and the federal city of Moscow (further - authorized organization), in the place of receipt by the foreign citizen of permission to temporary residence.

To the notification submitted to territorial authority of the Ministry of Internal Affairs of the Russian Federation it is direct or through jurisdictional enterprise or authorized organization, temporarily living foreign citizen attaches the following documents:

a) the document proving his identity and recognized by the Russian Federation in this quality;

b) permission to temporary residence;

c) documents on income sources.

In case of giving by temporarily living foreign citizen of the notification in electronic form the copies of the specified documents signed by the strengthened qualified digital signature of this foreign citizen are attached to it.

5. If temporarily living foreign citizen wishes to confirm the size and source of the income by means of submission of the copy of the tax declaration, he has the right not to submit the documents specified in the subitem "v" of item 4 of these rules to territorial authority of the Ministry of Internal Affairs of the Russian Federation. In this case the copy of the tax declaration is requested in tax authority in the place of accounting of the foreign citizen by territorial authority of the Ministry of Internal Affairs of the Russian Federation independently based on the notification.

6. The foreign citizen who is constantly living in the Russian Federation the notification moves in territorial authority of the Ministry of Internal Affairs of the Russian Federation directly, or through jurisdictional enterprise or authorized organization for the place of the residence (in the absence of the residence - in the place of stay), or by the direction in the specified body the registered mail with the assurance of receipt, or in electronic form, except for the case provided by the paragraph the second Item 7 of these rules. With the notification the following documents are shown:

a) the identity document of the foreign citizen and recognized by the Russian Federation in this quality;

b) residence permit.

In case of giving by constantly living foreign citizen of the notification in electronic form the copies of the specified documents signed by the strengthened qualified digital signature of this foreign citizen are attached to it.

7. In case of change by the foreign citizen of the residence in the Russian Federation the notification moves in the new place of his residence (in the absence of the residence - in the place of stay).

After every 5th year of permanent residence of the foreign citizen the notification moves directly in territorial authority of the Ministry of Internal Affairs of the Russian Federation only by corporal appearance of the foreign citizen.

8. In case of acceptance of the notification correctness of its registration and availability of the documents attached to it is checked.

9. Detachable part of the form of the notification returns to the foreign citizen.

If the notification is submitted in electronic form, confirmation of acceptance of the notification is the copy of detachable part of the form of the notification which arrived in electronic form, signed by the strengthened qualified digital signature of the authorized officer of territorial authority of the Ministry of Internal Affairs of the Russian Federation.

The territorial authority of the Ministry of Internal Affairs of the Russian Federation no later than 3 working days following behind day of acceptance (obtaining) of the notification fixes data on date of acceptance of the notification in the accounting documents.
