1. 2. Till January 1, 2025 the subsoil users on subsoil plots having the documents (further - applicants) having the right to provide personally or to send the mailing or with use of e-mail the request to Federal Agency for Subsoil Management - concerning subsoil plots (except for subsoil plots of local value), to public authorities of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (further - authorized body) - concerning subsoil plots of local value.

In case of application with use of e-mail the request and documents and data, stipulated in Item 5 these rules attached to it (further - documents and data), are represented in the form of the electronic documents signed by the digital signature according to requirements of the Federal Law "About the Digital Signature".

In case of application personally or the mailing the request is submitted on paper with appendix to it of documents and data in the form of the electronic documents signed by the digital signature according to requirements of the Federal Law "About the Digital Signature", on the electronic medium (the optical disk CD or the disk DVD, the external USB store or the SSD store) and accompanied with the inventory in paper and electronic type. The application submitted on paper shall be under seal the applicant (in the presence) (for the legal entity) and is signed by the applicant or person authorized by the applicant's head. All sheets of the application submitted on paper shall be stitched and numbered.

3. The decision on provision of right to use by subsoil plots is made by Federal Agency for Subsoil Management or authorized body in time, not exceeding 51 working days from the date of receipt from subsoil users of materials, including the translation into Russian of documents and data certified in accordance with the established procedure (if the submitted documents and data are constituted in foreign language).

4. The request shall contain:

a) the full and (or) abbreviated name of the applicant (for legal entities);

b) surname, name, middle name (in the presence) the applicant, data of the identity document (for individual entrepreneurs);

c) the address within the location (for legal entities), the address in the place of stay or at the place of residence (for individual entrepreneurs), the e-mail address of the applicant, contact phone number (in the presence);

d) identification taxpayer number, reason code of registration (for legal entities);

e) the primary state registration number of the individual entrepreneur (for individual entrepreneurs);

e) identification taxpayer number (for individual entrepreneurs);

g) number and date of state registration of documents;
