In case of development and approval of subjects of the Russian Federation by executive bodies (further - authorized bodies) territorial schemes of the address with waste (further - territorial schemes) subitems "an" and "g" of Item 5 and Items 19 - 27 Rules of development, public discussion, approval, adjustment of territorial schemes in the field of the treatment of production wastes and consumption, including with solid municipal waste, and also requirements to structure and contents of such schemes approved by the order of the Government of the Russian Federation of September 22, 2018 No. 1130 "About development, public discussion, approval, adjustment of territorial schemes in the field of the treatment of production wastes and consumption including with solid municipal waste, and also about requirements to structure and contents of such schemes", are not applied.

5. The draft of the territorial scheme developed by authorized body before its approval is subject to the direction for consideration:

in the Ministry of Industry and Trade of the Russian Federation - regarding use of technologies when constructing facilities processing, utilization, neutralization and placement of waste;

in Federal Nature Management Supervision Service - regarding balance of quantity characteristics of education, processing, utilization, neutralization and placement of waste in the territory of the subject of the Russian Federation;

in the Ministry of Construction and Housing and Communal Services of the Russian Federation - regarding assessment of amount of the corresponding capital investments in construction, reconstruction, removal from operation of objects of processing, utilization, neutralization and placement of waste and data on the planned constructions and reconstruction, removal from operation of objects of processing, utilization, neutralization and placement of waste;

in the Ministry of Transport of the Russian Federation - regarding assessment of arrangement of objects according to the address with solid municipal waste in borders of the sixth subband of aerodrome environs;
