1. Approve the enclosed features of legal regulation of the water relations in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region.

2. Determine that realization of the powers provided by this resolution is performed within the limiting Russian Federation established by the Government of the number of employees of Federal Antimonopoly Service, the Ministry of Defence of the Russian Federation, Federal Security Service of the Russian Federation, Federal Agency for Water Resources, and also budgetary appropriations provided to the specified federal executive bodies in the federal budget on management and management in the sphere of the established functions.

3. This resolution becomes effective from the date of its official publication and is effective till January 1, 2026.

1. The allowing documents for water use implementation issued by the state and other official organs of Ukraine, the state and other official organs of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region, Kherson region about day of entry into force of the Federal constitutional Laws "About Acceptance to the Russian Federation of the Donetsk People's Republic and Formation as a Part of the Russian Federation the New Subject — the Donetsk People's Republic", "About Acceptance to the Russian Federation of the Luhansk People's Republic and Formation as a part of the Russian Federation the New Subject — the Luhansk People's Republic" act on the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region till March 1, 2026 "About acceptance to the Russian Federation of the Zaporizhia region and education as a part of the Russian Federation the new subject - the Zaporizhia region" and "About acceptance to the Russian Federation of the Kherson region and education as a part of the Russian Federation the new subject - the Kherson region" (further - the Federal constitutional Laws).

2. The water users who were properly satisfying conditions of the allowing documents for implementation of water use specified in Item 1 of this document before expiration of such allowing documents have the right to water object, preferential before other persons, or its parts in use based on the decision on provision of water object in use or agreements of water use according to article 15 of the Water code of the Russian Federation, except as specified, if the conclusion of agreements of water use be performed by results of auction.

3. Provision of water objects or their parts in use concerning which by day of entry into force of the Federal constitutional Laws allowing documents for water use were not issued is performed according to the procedure, provided by the Water code of the Russian Federation.

4. In case of decision making about provision of water object or its part in use (based on agreements of water use or decisions on provision of water object in use) in the cases provided by Items 2 and 3 of this document, the procedure for provision of water object in use provided by the Water code of the Russian Federation is applied taking into account Items 5 - the 8th this document.

5. For obtaining by the applicant (physical person, the legal entity or the individual entrepreneur) (further - the applicant) rights to use water object or its part in authorized body of the government of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region (further - authorized body) submits the application for provision of water object or its part to use (further - the statement) to which the applicant attaches the following documents and data:

a) the full and (or) abbreviated name of the applicant (for the legal entity);

b) surname, name, middle name (in the presence) the applicant, data of the identity document (for physical person or the individual entrepreneur);

c) the address within the location (for the legal entity), the address in the place of stay or at the place of residence (for physical person or the individual entrepreneur), the e-mail address of the applicant (in the presence), contact phone number (in the presence);

d) identification taxpayer number, reason code of registration (for the legal entity);

e) the primary state registration number of the individual entrepreneur (for the individual entrepreneur);

e) identification taxpayer number (for physical person or the individual entrepreneur);

g) the list of persons (with indication of the location and contact information on such persons):

entering one with the applicant group of persons (it is presented on paper and the electronic medium in the form of the spreadsheet and graphical file), with indication of the bases on which such persons constitute group of persons, in the form established by Federal Antimonopoly Service as of date of the direction in authorized body of the statement.
