Article 1. Subject of regulation of this Federal Law

1. This Federal Law establishes features of realization of the right to pension and collateral social security of the citizens of the Russian Federation who were constantly living in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region as of day of acceptance to the Russian Federation of the specified republics and areas and education as a part of the Russian Federation of new subjects (on September 30, 2022) or constantly living in the territories of the Donetsk People's Republic, the Luhansk People's Republic during the period from May 11, 2014 to September 29, 2022, in the territories of the Zaporizhia region and Kherson region during the period from February 24 to September 29, 2022 and these territories which left during these periods to the Russian Federation, including through the territories of the third states, and features of the organization of the individual (personified) accounting in systems of mandatory pension insurance and compulsory social insurance in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region.

2. Since March 1, 2023 in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region provision of pensions of citizens of the Russian Federation, foreign citizens and stateless persons is performed in accordance with the legislation of the Russian Federation.

3. For the purpose of uniform application of this Federal Law explanations according to the procedure, determined by the Government of the Russian Federation can be published.

Article 2. Features of establishment, the review and pension payment and (or) other payments established to pension

Citizens of the Russian Federation, foreign citizens and persons without citizenship have the right to address for establishment, review in accordance with the legislation of the Russian Federation of pensions and (or) other payments established to pension. In case of the request for establishment, review of the pensions and (or) other payments established to pension during the period from March 1, 2023 to February 29, 2024 such pensions and (or) payments are established, reviewed since March 1, 2023, in case of the address to the period from March 1, 2024 to December 31, 2024 - for twelve months before that day when the request for establishment, review of the pension and (or) other payment established to pension, but in all cases not earlier than from the date of emergence of pension entitlement and (or) payment, except for appointments, recalculation of the amount of collateral social security followed.

2. Permanent residence of the citizen of the Russian Federation as of September 30, 2022 in the territory of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region or the Kherson region is confirmed by mark in the passport of the citizen of the Russian Federation about registration at the place of residence in the corresponding territory as of the specified date or the registration certificate at the place of residence (for minor citizens) granted by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of internal affairs (its territorial authority).
