the resolution of the Ministry of Internal Affairs of the Republic of Belarus of October 13, 2014 No. 358 "About introduction of amendments and changes in the resolution of the Ministry of Internal Affairs of the Republic of Belarus of December 20, 2010 No. 428";
the resolution of the Ministry of Internal Affairs of the Republic of Belarus of December 23, 2019 No. 335 "About change of the resolution of the Ministry of Internal Affairs of the Republic of Belarus of December 20, 2010 No. 428".
3. This resolution becomes effective since January 1, 2023.

1. This Instruction determines procedure for carrying out by the office of Department of protection of the Ministry of Internal Affairs, regional, Minsk city managements of Department of protection of the Ministry of Internal Affairs, departments (departments) in areas, the cities, areas in the cities, other settlements of Department of protection of the Ministry of Internal Affairs (further – Department of protection) assessments of conformity of opportunities of the license applicant to dolitsenzionny requirements, the licensee to the licensed requirements established for security activities (further – assessment).
2. Assessment is carried out before decision making about provision, about refusal in provision, about change, about refusal in change of the license regarding inclusion of data on separate divisions, extension of the list of the works and (or) services constituting the licensed type of activity. The term of evaluating shall not exceed 10 working days.
3. Assessment is carried out in the location of the license applicant (licensee) and (or) rooms which will be used (are used) by the license applicant (licensee) for implementation of security activities, performance of works (rendering the services) constituting this type of activity.
4. During assessment accomplishment check is performed:
the license applicant – dolitsenzionny requirements, the stipulated in Clause 251 Law of the Republic of Belarus "About licensing" (further – the Law);
the licensee – licensed requirements, the stipulated in Clause 252 Laws.
5. Assessment is carried out by studying and the analysis of the documents submitted by the license applicant (licensee) namely established:
the availability fact on balance at the license applicant (licensee) on the property right, economic maintaining or operational management to conforming requirements of the technical regulatory legal acts, international treaties, technical regulations of the Customs union and Eurasian Economic Union and other international legal acts, obligatory for observance, constituting the right of the Eurasian Economic Union, the individual protection equipment, devices, the equipment necessary for implementation of the licensed type of activity. Establishment of the specified fact is performed by reconciliation (the name, accession number, serial number (if that is available), quantity) the individual protection equipment declared by the license applicant (licensee), devices, the equipment with the balance list, the certificate of property availability on balance and other documents of the applicant with the actual availability of the specified property, and also availability of the documents confirming compliance to requirements of the technical regulatory legal acts, international treaties, technical regulations of the Customs union and Eurasian Economic Union and other international legal acts, obligatory for observance, constituting the right of the Eurasian Economic Union;
the availability fact in the state at least three workers having necessary according to the legislation for implementation of this licensed type of activity qualification for whom this work is the main (for each declared work and (or) the service constituting the licensed type of activity for each separate division) is established by reconciliation of the provided information about workers of the license applicant (licensee) with service records, employment contracts, orders on employment (transfer, work on internal combining jobs).
6. By results of assessment the conclusion about compliance or discrepancy of opportunities of the license applicant to dolitsenzionny requirements, the licensee to licensed requirements which is signed by the head of the department of protection and is provided for consideration of board of the Ministry of Internal Affairs is constituted.
