About approval of form of the register international post both express departures and introduction of amendments to the resolution of the Cabinet of Ministers of Ukraine of May 21, 2012 No. 450

According to part seven of Article 236 of the Customs code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve form of the register international post and express departures which is applied.

2. Bring in the resolution of the Cabinet of Ministers of Ukraine of May 21, 2012 No. 450 "The questions connected using customs declarations" (The Official Bulletin of Ukraine, 2012, No. 40, the Art. 1545, No. 91, Art. 3674; 2014, No. 65, Art. 1798; 2019, No. 24, Art. 847, No. 97, Art. 3210; 2022, No. 80, the Art. 4856) changes which are applied.

3. This resolution becomes effective from the date of its publication, except Item 1 of this resolution and subitems 1-7, 10 and 12 of Item 1 and Item of 2 changes approved by this resolution which become effective since January 18, 2023.

Changes which are made to the resolution of the Cabinet of Ministers of Ukraine of May 21, 2012 No. 450

1. In the Regulations on customs declarations approved by the specified resolution:

Item 2 after the paragraph of the sixth to add 1) with new paragraphs of the following content:

"or temporary and/or additional register international post and express departures;

or the customs declaration CN 22 or CN 23 in the form established by acts of Universal Postal Union;".

With respect thereto the seventh or ninth to consider paragraphs respectively paragraphs the ninth or eleventh;

In paragraph one of Item 3 and the first offer of Item 5 of the word" (except those, sent through customs border of Ukraine in international post and express departures)" to exclude 2), and the word "moved" shall be replaced with words "moved (sent)";

the fourth to exclude the paragraph;

the fifth after the words "to the citizen" to add the paragraph with the words "to Ukraine";

"citizen" to add the paragraph of the sixth after the word with the words "out of limits of Ukraine";

state subitem 2 in the following edition:

"2) the written application in form according to appendix 1 or the temporary and/or additional register of the international mailings in case:

receipts to the customs applicant (except the citizen) to Ukraine in one dispatch from one sender of goods which total customs value does not exceed the amount equivalent of 150 euros;

or transfer by the customs applicant (except the citizen) out of limits of Ukraine of goods which total customs value does not exceed the amount equivalent of 150 euros;";

add Item with subitems 3 and 4 of the following content:

"3) the temporary and/or additional register of the international mailings in case:

receipts to the citizen to Ukraine in one dispatch from one sender of goods which total invoice cost does not exceed the amount equivalent of 150 euros;

or transfer by the citizen out of limits of Ukraine of goods which total invoice cost does not exceed the amount equivalent of 10000 euros;

4) the temporary and/or additional register of the international mailings or the customs declaration CN 22 or CN 23 in case of receipt to the citizen to Ukraine in one dispatch from one sender of goods which total invoice cost exceeds the amount equivalent of 150 euros, but does not exceed the amount equivalent of 10000 euros.";

4) in Item 7:

in paragraph one the word is "sent" shall be be replaced with words "move (are sent)";

in subitem 1:

third to state the paragraph in the following edition:

"or receipt to the customs applicant (except the citizen) to Ukraine in one load of express carrier or transfers by the customs applicant (except the citizen) out of limits of Ukraine of the goods determined in Item 3 this provision;";

the fourth to exclude the paragraph;

the fifth after the words "to the citizen" to add the paragraph with the words "to Ukraine";

"citizen" to add the paragraph of the sixth after the word with the words "out of limits of Ukraine";

state subitems 2 and 3 in the following edition:

"2) the written application in form according to appendix 1 or the temporary and/or additional register of the international express departures in case:

receipts to the customs applicant (except the citizen) to Ukraine in one load of express carrier from one sender of goods which total customs value does not exceed the amount equivalent of 150 euros;

or transfer by the customs applicant (except the citizen) out of limits of Ukraine of goods which total customs value does not exceed the amount equivalent of 150 euros;

3) the temporary and/or additional register of the international express departures or the customs declaration M-16 in case of receipt to the citizen to Ukraine in one load of express carrier from one sender of goods which total invoice cost does not exceed the amount equivalent of 10000 euros;";

add Item with the subitem 4 following of content:

"4) the additional register of the international express departures or the customs declaration M-16 in case of transfer by the citizen out of limits of Ukraine of goods which total invoice cost does not exceed the amount equivalent of 10000 euros.";

Item 9 to add 5) with paragraphs of the following content:

"The written application in form according to Appendix 1 is made by means of the computer in case of its giving to customs authority in paper form.
