Competence and procedure for activities of Vsebelorussky people's assembly are determined by the Constitution of the Republic of Belarus, this Law and other laws.
The procedure for realization by Vsebelorussky people's assembly of the powers is determined by the Constitution of the Republic of Belarus, this Law, other legal acts and the Regulations of Vsebelorussky people's assembly approved by Vsebelorussky people's assembly.
Activities of Vsebelorussky people's assembly are based on the principles:
democracy;
supremacy of law and legality;
democratic character;
succession of state policy;
social justice;

Delegates of Vsebelorussky people's assembly of the executive authority are:
Prime Minister of the Republic of Belarus, his deputies and other cabinet ministers of the Republic of Belarus;
chairmen regional, Minsk city executive committees;
chairmen district, city (cities of regional subordination) executive committees.
Delegates of Vsebelorussky people's assembly of judicial authority are:
Chairman, vice-chairman and judges of the Constitutional Court of the Republic of Belarus;
Chairman, vice-chairmen and judges of the Supreme Court of the Republic of Belarus.
Delegates of Vsebelorussky people's assembly of local councils of deputies are:
representatives of local councils of deputies from each area who are elected by regional councils of deputies from among deputies of local councils of deputies of regional, basic and primary territorial levels according to the procedure, established by regulations of local councils of deputies, taking into account requirements of this Law, the Electoral code of the Republic of Belarus and other laws. Rates of representation of local councils of deputies from each area are determined by Central Election Commission in proportion to the number of the voters living in the territory of the respective area;
deputies of the Minsk city council of deputies.
The extreme number of delegates of Vsebelorussky people's assembly of local councils of deputies constitutes 350 people.
Delegates of Vsebelorussky people's assembly of civil society are representatives of the subjects of civil society participating in elections of delegates of Vsebelorussky people's assembly.
Conditions and procedure for participation of subjects of civil society in elections of delegates of Vsebelorussky people's assembly are determined by this Law, the Electoral code of the Republic of Belarus, the law fixing bases of civil society and other laws.
