Approve the budget of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic (further - compulsory health insurance Fund) for 2023 according to the income in the amount 30085309, in 4 thousand som and to expenses in the amount 28770780, in 8 thousand som according to appendix 1.
Approve the budget of compulsory health insurance Fund for planning period of 2024-2025 according to appendix 2.
Create revenues of the budget of compulsory health insurance Fund for 2023 according to appendix 3.
Approve account part of the budget of compulsory health insurance Fund for 2023 according to appendices 4 and 5.
Approve the budget statement of compulsory health insurance Fund for 2024-2025 on program basis according to appendix 6.
1. Establish the amount of the assignments from the republican budget of the Kyrgyz Republic transferred to compulsory health insurance Fund in the amount:
1) for 2023 - 22632728, 3 thousand som;
2) the plan for 2024 - 22737199, 8 thousand som;
3) the plan for 2025 - 22791223, 0 thousand som.
The unused balances of means of the republican budget transferred to compulsory health insurance Fund are subject to collection in budget receipt from which they were presented.
2. Establish amount of the means transferred from the budget of Social fund under the Cabinet of Ministers of the Kyrgyz Republic to the budget of compulsory health insurance Fund in the amount:
1) for 2023 - 4701524, 7 thousand som;
2) the plan for 2024 - 4135646, 2 thousand som;
3) the plan for 2025 - 4376164, 5 thousand som.
Under the Cabinet of Ministers of the Kyrgyz Republic to provide to social fund within year timely transfer of the arrived means on insurance premiums in compulsory health insurance Fund in full.
1. Establish amount of turnover cash of the budget of compulsory health insurance Fund for 2023 in the amount 369346, of 1 thousand som.

Direct the turnover cash formed within year to execution of payment commitments of compulsory health insurance Fund in cases of emergence of critical situations with financial provision of the programs of compulsory medical insurance connected with the natural disasters, catastrophic crashes, acts of terrorism and other emergency situations which happened within year.
The Cabinet of Ministers of the Kyrgyz Republic has the right to make offers:
1) about modification of appendices to this Law within the amount approved by article 1 of this Law;
2) about additional financing over the approved budget, necessary for execution of urgent actions, with indication of sources of the income before introduction of the bill on introduction of amendments to this Law according to resolutions and (or) orders of the Cabinet of Ministers of the Kyrgyz Republic in coordination with special-purpose committee of Jogorku Kenesh of the Kyrgyz Republic;
3) about change of the amount of assignments from means of the republican budget of the Kyrgyz Republic and receipts of insurance premiums for compulsory medical insurance towards reduction in case of failure to carry out of revenues of the republican budget of the Kyrgyz Republic and the budget of Social fund under the Cabinet of Ministers of the Kyrgyz Republic.
Determine that within fiscal year changes no more than two times - till June 1 and till November 1 of the current fiscal year can be made to this Law.
Determine that during action of extraordinary provision / emergency situation in the territory of the Kyrgyz Republic the Cabinet of Ministers of the Kyrgyz Republic has the right to make changes to parameters of the budget of compulsory health insurance Fund and to redistribute budgetary funds between the organizations of health care working in system of the Single payer by adoption of relevant decisions before introduction of amendments to this Law in coordination with special-purpose committee of Jogorku Kenesh of the Kyrgyz Republic.
Perform at the expense of means of the relevant organizations of health care of payment for writs of execution of physical persons and legal entities according to the decision of judicial authorities.
1. Approve the basic standard rates used for calculations for payment for the rendered medical and other services of health care of system of the Single payer by the organizations for 2023 according to appendix 7.
2. Establish settlement indicator on basic national health insurance per capita for 2023 in the amount up to thirty settlement indicators.
