1. Approve the instruction on the organization of anti-terrorist protection of objects of bodies for cases of public service of the Republic of Kazakhstan, vulnerable in the terrorist relation, according to appendix to this order.

2. To provide to administrative department of the Agency of the Republic of Kazakhstan for public service in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Agency of the Republic of Kazakhstan for public service after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of the Agency of the Republic of Kazakhstan for public service of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the chief of staff of the Agency of the Republic of Kazakhstan for public service.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction on the organization of anti-terrorist protection of objects of bodies for cases of public service of the Republic of Kazakhstan, vulnerable in the terrorist relation

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects of bodies for cases of public service of the Republic of Kazakhstan, vulnerable in the terrorist relation (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law "About Counteraction to Terrorism" and requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305, and establishes actions for ensuring anti-terrorist security of objects, obligatory for accomplishment.

2. This instruction extends to the objects of bodies for cases of public service carried to objects, vulnerable in the terrorist relation, according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234.

3. This instruction is held for use heads of objects of bodies for cases of public service and the workers providing holding actions for anti-terrorist security of objects of bodies for cases of public service, heads and employees (workers) of the subjects of security activities which signed the service provision agreement on objects of bodies for cases of public service, the staff of law-enforcement bodies, homeland security, members of the anti-terrorist commissions in case of control, estimates and also studying of condition of anti-terrorist security of objects of bodies for cases of public service.

4. In this instruction the following basic concepts are used:

1) critical zone – the room, sites and structural elements which destruction as a result of the act of terrorism can lead to fundamental breach of normal functioning of object, its essential damage or accident on it;

2) communication system – set of the technical means and specially allocated communication channels intended for transfer (exchange) of information (information), operational management by activities of security services of object;

3) system of video surveillance - set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

4) students – persons mastering the program of postgraduate education (undergraduates, doctoral candidates), the government employees taking courses of retraining and advanced training;

5) means of giving of alarm (The disturbing button) – the technical device (stationary and manual) directed to the prevention and the notification (sound and visual) about danger in case of wrongful acts on object;

6) system of lighting – set of the technical means allowing to provide illumination level for system of video surveillance, visibility of people and vehicles on object in night-time;

7) the private security organization – the commercial organization rendering security services as the business activity;

8) the visitor – the citizen of the Republic of Kazakhstan, the foreigner or the stateless person who is in the building of body for cases of public service;

9) the subject of security activities – specialized security divisions of law-enforcement bodies of the Republic of Kazakhstan and the private security organizations;

10) post (Item) of protection (omission) – specially equipped place in case of entrance to the building intended for providing access control on which persons ensuring safety of object carry out the service duties assigned to them;

11) systems and means of examination is set of the technical means intended for detection of unauthorized bringing or transportation of the forbidden objects and substances;

12) the metaldetector – the electronic device allowing to find metal objects in the neutral or slaboprovodyashchy circle due to their conductivity;

13) bodies for cases of public service – the authorized body, its territorial subdivisions and the organizations subordinated to authorized body;

14) object perimeter – object border according to documents of title;

15) potentially dangerous sites of object – territorially allocated zones (sites), structural and technological elements of object where explosion-fire-hazardous, dangerous chemicals, weapon and ammunition, toxic substances and medicines, elements of technological chains, systems, the equipment or devices, critical zones of object, and also the place of possible mass stay of people on object, making of the act of terrorism on which can promote damnification of life and health, emergence of accident, threat of emergency situation with dangerous social and economic consequences, to plunder of dangerous substances and materials for the purpose of their further use for making of the act of terrorism, are used, stored or operated;

16) persons ensuring safety of object – the workers of object of bodies for cases of public service who are responsible for functions of safety and observance of access control on objects or employees (workers) of subjects of security activities who signed the contract on rendering security services with heads of objects of bodies for cases of public service;

17) assessment of anti-terrorist protection of object – the action directed to estimation of access control, readiness of objects of bodies for cases of public service and also the subjects performing security activities on them to hindrance to making of the act of terrorism, ensuring minimization and mitigation of consequences;
