About approval of qualification requirements to specialized laboratories

1. Approve the enclosed qualification requirements to specialized laboratories.

2. To provide to department of livestock production of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Qualification requirements to specialized laboratories

1. These qualification requirements to specialized laboratories (further – qualification requirements) are developed according to subitem 4-3) of article 13 of the Law of the Republic of Kazakhstan "About breeding livestock production" and determine qualification requirements to specialized laboratories.

2. In these qualification requirements the following concepts are used:

1) specialized laboratory – the accredited legal entity or his structural division operating from his name, and also the accredited structural division of the legal entity performing molecular genetic examination;

2) molecular genetic examination – the research of biological material of animal performed for the purpose of assessment of reliability of its origin and (or) detection of genetic anomalies.

3. The following qualification requirements are imposed to specialized laboratories:

1) availability of the certificate of accreditation issued by accreditation body, certifying competence of specialized laboratory on conducting molecular genetic examination according to the Law of the Republic of Kazakhstan "About accreditation in the field of assessment of conformity" and the state standard specification ISO/IEC 17025 interstate standard "General requirements to competence of test and calibrating laboratories";

2) availability of skilled list of heads and specialists: in divisions directly taken conducting molecular genetic examination of the head having the higher and (or) postgraduate education on specialties "Biology", "Biotechnology", "Veterinary science", "Health care" with experience of practical occupational work at least 3 (three) years and the specialists (at least 3 (three) people) having the higher and (or) postgraduate education on specialties "Biology", "Biotechnology", "Veterinary science" and "Health care" with experience of practical occupational work at least 1 (one) year.
