According to the Law of the Republic of Uzbekistan "About licensing, allowing and notifying procedures" and the Presidential decree of the Republic of Uzbekistan of August 24, 2020 No. UP-6044 "About Measures for Cardinal Enhancement of Licensed and Allowing Procedures", and also for the purpose of reducing number of regulatory legal acts by means of systematization of acts of the legislation in the field of issue of permissions and establishment of single procedure for passing of allowing procedures with use of the information systems DECIDES: Cabinet of Ministers

1. Approve:

Single regulations on procedure for issue of separate documents of allowing nature by means of special electronic system according to appendix No. 1;

Standard structure of Appeal council on consideration of claims of the authorized bodies of republican level making decisions on issue or on failure in issue of the document of allowing nature (further - Appeal council) according to appendix No. 2.

2. Determine that heads of the relevant state bodies and organizations bear the personal responsibility for reliability of the data represented by state bodies and the organizations through information systems for the requests arriving through the Single portal of interactive state services and the information system "License".

3. To the authorized bodies of republican level making decisions on issue or on failure in issue of the document of allowing nature in a month to approve structure of Appeal council on consideration of claims.

4. Approve the schedule of reduction of the separate regulatory legal acts establishing allowing procedures in compliance with the Law of the Republic of Uzbekistan "About licensing, allowing and notifying procedures", and entering into the Cabinet of Ministers according to appendix No. 3*.

Determine that the personal responsibility for entering into the Cabinet of Ministers of relevant proposals into the terms established by the schedule is conferred on heads of the responsible ministries and departments specified in appendix No. 3 * to this resolution.

5. This resolution becomes effective since March 1, 2022.

The allowing requirements and conditions established by this resolution for the legal entities or physical persons performing activities based on the document of allowing nature become effective since June 1, 2022.

To provide to authorized bodies in the field of allowing procedures in two-month time reduction of activities of the acting owners of documents of allowing nature in compliance with the allowing requirements and conditions established by this resolution.

6. To the Ministry of Justice of the Republic of Uzbekistan:

a) hold address and subject propaganda events for the population and subjects of entrepreneurship in connection with transition of implementation of allowing procedures through the information system "License" and the Single portal of interactive state services;

b) together with the interested ministries and departments:

provide entering into the Cabinet of Ministers at the scheduled time of the separate regulatory legal acts establishing allowing procedures according to appendix No. 3 * to this resolution;

in a month to bring the regulatory legal acts adopted by them into accord with this resolution.

7. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 4.

8. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 5*.

9. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan on financial and economic questions and reducing poverty - the Minister of Economic Development and reducing poverty of Kuchkarov D. A. and Minister of Justice of the Republic of Uzbekistan Davletov R. K.

Single regulations on procedure for issue of separate documents of allowing nature by means of special electronic system

Chapter 1. General provisions

1. This Provision determines procedure for issue of documents of allowing nature through the information system "License", control of activities of owners of documents of allowing nature and conducting their accounting.

The document of allowing nature is granted by means of the information system "License" or through the Single portal of interactive state services of the Republic of Uzbekistan (further - EPIGU) according to the scheme according to appendix No. 1 to this Provision.

2. Types of activity (actions) which implementation requires receipt of the document of allowing nature are determined by the Law of the Republic of Uzbekistan "About licensing, allowing and notifying procedures".

Implementation (accomplishment) of activities (actions) which implementation requires receipt of the document of allowing nature, without document of allowing nature is forbidden.

3. In this Provision the following basic concepts are used:

the information system "License" (further - the IC "License") - the special electronic system with possibility of interdepartmental electronic interaction covering all processes connected with licensing, allowing and notifying procedures;

the allowing procedure - complex of the actions connected with process of giving, acceptance and consideration of the application about issue of the document of allowing nature, issue, prolongation of term, suspension, renewal and cancellation of the document of allowing nature, and also its cancellation and renewal;

authorized body in the field of allowing procedures (further - authorized bodies) - state body (its territorial subdivision) or other organization performing allowing procedures;
