About additional measures for further enhancement of activities of Chamber of Commerce and Industry

For the purpose of further expansion of attraction of the population to entrepreneurship, providing favorable legal, economic and social conditions for realization of entrepreneurial initiatives, and also enhancement of activities of Chamber of Commerce and Industry in the field of expansion of integration of subjects of entrepreneurship of the republic into the international business community:

1. Provide to Chamber of Commerce and Industry (further - Chamber) the following powers:

entering into the Government of questions, obligatory for consideration, on improvement of business and investment environment, modification and amendments, and also cancellation of the regulatory legal acts interfering or limiting business development;

introduction of statements for the benefit of members of Chamber, and also claims for review of judgments on economic, administrative, civil and criminal cases in the Supreme Court;

introduction of suggestions for improvement of the entrepreneurial circle is direct to the Prime Minister;

representation of interests of subjects of entrepreneurship in Oliy Majlis of the Republic of Uzbekistan, Administration of the President of the Republic of Uzbekistan, the Cabinet of Ministers, the ministries and departments, and also the international organizations;

the organization of public hearings for entrepreneurship for the purpose of development of offers and recommendations about improvement of business environment;

representation to awards of representatives of business and the other persons making worthy contribution to development of entrepreneurship and increase in social and economic capacity of the republic;

entering into public authorities on places and other regional state bodies of representations, obligatory for consideration, on development of entrepreneurship, further improvement of business and investment environment, protection of the rights and legitimate interests of subjects of entrepreneurship in regions;

carrying out with Kengashami of People's Deputies of areas, areas (cities) and hokimama of critical discussions of condition of business environment in the corresponding territory, effectiveness of execution of the acts of the legislation adopted in the field of entrepreneurship.

2. Determine that since February 1, 2023:

subjects of micro, small, medium business are accepted in members of Chamber on free basis with exemption of the admission and membership fees and have the right of complete use of the services of Chamber provided by the law connected with membership, except for additional paid services which can be Chamber;

the body which is carrying out state registration of subjects of entrepreneurship sends to Chamber by means of electronic system this the subjects of entrepreneurship which underwent state registration for registration as members;

the system of allocation to Chamber and its territorial subdivisions of government subsidies by reasonable calculations of Chamber at the expense of respectively Public fund for support of non-state non-profit organizations and other institutes of civil society under Oliy Majlis of the Republic of Uzbekistan (further - Public fund), public funds for support of non-state non-profit organizations and other institutes of civil society under the Jokargi Kenes of the Republic of Karakalpakstan, Kengashakh of People's Deputies of areas and the city of Tashkent takes root (further - regional public funds);

The chamber and its territorial subdivisions annually report on expenditure of government subsidies respectively to Public fund and regional public funds.

3. Recommend to the Parliamentary commission on management of means of Public fund for support of non-state non-profit organizations and other institutes of civil society under Oliy Majlis of the Republic of Uzbekistan in coordination with the Ministry of Economics and finance and the Ministry of reducing poverty and employment to approve and bring the regular standard rates and the amount of compensation recommended for Chamber and its territorial subdivisions to regional public funds in a month.

4. Establish procedure according to which:

The chamber is exempted from payment of the state fee according to statements, claims, appeal and to the writs of appeal introduced in courts of the Republic of Uzbekistan for the benefit of subjects of entrepreneurship;

in case of implementation of the international grant projects in the territory of the Republic of Uzbekistan the requirement about attachment of the national partner is not applied to Chamber;

in case of implementation of any projects of external non-paid assistance in the field of entrepreneurship by state bodies and departments the Chamber is attracted as the partner of projects.

5. For the purpose of creation of the mechanism of direct work of Chamber with industries in the field of entrepreneurship, coordination of activities for identification, the analysis and search of the solution of their special problems to create in case of it committees by industries on public basis.

At the same time management of these committees is performed under approval by chairmen of the associations conducting activities in economy industries which at the same time are considered as advisers of the President of Chamber.

6. Support the offer of Chamber, Ministry of investments, the industry and trade, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on creation under territorial administrations of Chamber on a voluntary basis of the entrepreneurial councils consisting of at least 20 advanced entrepreneurs for the purpose of establishment of direct dialogue with entrepreneurs on places which main objectives to determine:

regular organization of meetings with entrepreneurs;

carrying out explanatory works among entrepreneurs about essence and value of acts of the legislation on business;

establishing cooperation between the industry companies;

carrying out the analysis of condition of business environment on places and regular submission of offers to Chamber.

7. Approve the list of "squares of the entrepreneurs" created in regions of the republic (further - squares), according to appendix. At the same time to determine that:

a) squares are under construction at the expense of the membership fees paid by subjects of entrepreneurship to Chamber of Commerce and Industry, charitable means of physical persons and legal entities, and also means of local budgets;

b) in the formed squares:

favorable conditions for discussion of business projects of entrepreneurs, representatives of banks, investors, for "B2B" of actions and activities "co-working" are created, and also the zones Wi-fi will be organized;

within year exhibitions for demonstration of the results achieved by active entrepreneurs are held;

buildings and constructions of squares are transferred to fixed assets of territorial administrations of Chamber.

To chamber together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, and also Agency on management of the state assets in two-month time to make in the Cabinet of Ministers offers on creation of squares in regions of the republic based on the empty inefficiently operated state real estate units in regions.
