According to Article 6. 1, Items 1 and 1.1 of Article 12, Article 14, Item 1 of Article 16, Items 1 and 4 of Article 21, item 4 of Article 23. Item 2 of Article 24, Article 32, Item 3 of article 37 of the Federal law "About Power Industry", parts 5 - the 8th article 5 of the Federal Law of June 11, 2022 No. 174-FZ "About introduction of amendments to the Federal law "About Power Industry" and separate legal acts of the Russian Federation" the Government of the Russian Federation decides 1,:

1. Approve enclosed:

Rules of development and document approval of perspective development of power industry;

changes which are made to acts of the Government of the Russian Federation.

2. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix No. 1 from the date of official publication of this resolution and according to the list according to appendix No. 2 since January 1, 2024.

3. To the Ministry of Energy of the Russian Federation:

a) in 6-month time to establish the normative level of balance sheet reliability used in case of development of documents of perspective development of power industry;

b) in 15-month time to develop and approve:

methodical instructions for process design of wind and solar power stations;

requirements to schematic maps of development of electric utility systems;

procedure and conditions of access of public authorities and subjects of power industry to schematic maps of development of electric utility systems;

methodical instructions for development of the forecast of consumption of electrical energy and capacity for the long-term period.

4. To Federal State Statistics Service:

a) in coordination with the Ministry of Energy of the Russian Federation in 12-month time to determine the scope of information about the transfer, distribution and consumption of electrical energy on subjects of the Russian Federation with separation by types of economic activity included in form of statistical observation;

b) from the date of commissioning of the state information system "Digital Analytical Platform of Provision of Statistical Data" to provide to the system operator of electric utility systems of Russia access to the called system for receipt of the data specified in the subitem "an" of this Item.

5. This resolution becomes effective from the date of its official publication, except for provisions for which Items 6 - 8 these resolutions are provided other terms of entry into force.

6. The subitem "b" of Item 66 and paragraphs third - the eighth Item 67 of the Rules approved by this resolution become effective since September 1, 2023.

7. The paragraph third Item 1 and the Section IV of Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of Trading System Administrator of the wholesale market and rendering these services and Rules of technology connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks" (in edition of this resolution), become effective since January 1, 2024.

8.
