About delivery of the raw skins of cattle for republican state needs for 2023

Based on Article 495 of the Civil code of the Republic of Belarus the Council of Ministers of the Republic of Belarus DECIDES:

1. Establish the purchase order in 2023 of the raw skins of cattle classified by code of 4101 single Commodity nomenclatures of foreign economic activity of the Eurasian Economic Union (further - rawhide), for republican state needs (further - the state order) in amount of 940,3 of one thousand pieces, including on executives in charge:

The Brest regional executive committee - 216 thousand pieces;

The Vitebsk regional executive committee - 100,4 of one thousand pieces;

The Gomel regional executive committee - 127,7 of one thousand pieces;

The Grodno regional executive committee - 189,2 of one thousand pieces;

The Minsk regional executive committee - 215 thousand pieces;

The Mogilev regional executive committee - 92 thousand pieces.

2. Determine the Belarusian state concern by production and sales of goods of light industry (further - Bellegprom concern) the state customer according to the state order.

3. To provide to regional executive committees and Bellegprom concern the conclusion of delivery agreements of rawhide for republican state needs, having provided in them advance payment in the amount of 30 percent and the subsequent payment in the amount of 70 percent within 90 calendar days from the date of execution of the acceptance act, and also control over the implementation of these agreements.

4. To regional executive committees:

4.1. in a month to provide to Bellegprom concern and the Ministry of Agriculture and Food information on distribution of the finished amount of the state order between suppliers;

4.2. take other measures for accomplishment of the state order, including determination of suppliers and redistribution of amount of the state order between them.

5. Provide to Bellegprom concern:

5.1. progress analysis of the state order and introduction in need of established procedure into Council of Ministers of the Republic of Belarus of offers on its refining;

5.2. quarterly (to the 15th following reporting quarter) submission to the Ministry of Agriculture and Food of information on the course of accomplishment of the state order;

5.3. together with regional executive committees till February 25, 2024 submission to Council of Ministers of the Republic of Belarus of analytical information on accomplishment of the state order.

6. To the Ministry of Agriculture and Food to perform maintaining the departmental reporting "Report on production, shipment and remaining balance of the large raw skins of cattle" for the legal entities performing production (delivery) of rawhide.

7. To confer responsibility for supply activity of rawhide within the state order on chairmen of regional executive committees and Bellegprom concern.

8. This resolution becomes effective after its official publication.
