1. Approve the enclosed Rules of registration, the calls accountings arriving in state bodies, local government bodies, legal entities with absolute participation of the state, and also maintaining information analytical system "Electronic Addresses".

2. Declare invalid the order of the Attorney-General of the Republic of Kazakhstan of May 19, 2021 No. 70 "About the approval of Rules of registration, calls accounting arriving in state bodies, local government bodies, legal entities with absolute participation of the state, and also maintaining information analytical system "Electronic Addresses" (it is registered in the Register of state registration of regulatory legal acts for No. 22768).

3. To provide to committee on legal statistics and special accounting of the Prosecutor General's Office of the Republic of Kazakhstan (further – Committee):

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Prosecutor General's Office of the Republic of Kazakhstan;

3) the direction of this order to the interested subjects of legal statistics and special accounting for data, and also to territorial authorities of Committee for execution.

4. To impose control of execution of this order on the Chairman of Committee.

5. This order becomes effective after day of its first official publication.

Chapter 1. General provisions

1. These rules of registration, calls accounting, arriving in state bodies, local government bodies, legal entities with absolute participation of the state, and also maintaining information analytical system "Electronic Addresses" (further – Rules) determine order of registration, calls accounting, arriving in state bodies, local government bodies, legal entities with absolute participation of the state, and also maintaining information analytical system "Electronic Addresses" (further – IAS "Electronic Addresses").

2. In these rules the following concepts are used:

1) the anonymous address, the message, request, response, the offer – the address, the message, request, response, the offer according to which it is impossible to establish authorship and (or) are absent the signature, including the digital signature, the postal address of the applicant;

4-1) tag – one or several words and (or) phrases which describe short essence of the address messages, request, response, the offer and are keywords;

5) authorized body – Committee on legal statistics and special accounting of the Prosecutor General's Office of the Republic of Kazakhstan, its territorial and equated to them bodies;

6) the collective address – the address, the message, request, response, the offer of two and more physical persons or legal entities on the same question for the benefit of the same persons;

7) the electronic information accounting document (further – the accounting card) – the carrier of legal statistical information based on which data of the state legal statistics are created.

Chapter 2. Order of registration, accounting

3. The address, the message, request, response and the offer which arrived to the subject are subject to registration in IAS "Electronic Addresses".

The refusal in acceptance of the address, message, request, response and offer is not allowed.

Acceptance and registration of oral addresses, messages, requests, responses and offers is performed in case of the direct address of the applicant to the subject.

4. Registration of the address, message, request, response and offer is made in the terms provided by part 3 of Article 64 of the Administrative procedural Procedure Code of the Republic of Kazakhstan (further – the Code).

In case of receipt of addresses, messages, requests, responses and offers on public information systems, relevant requirements of the legislation of the Republic of Kazakhstan on the electronic document and the digital signature, their registration in IAS "Electronic Addresses" is performed automatically by autofilling of the accounting cards "Registration of the Address, Message, Request, Response, Offer" (further – the OL-1) form in form according to appendix 1 to these rules and "Applicant" (further – the Z-1) form in form according to appendix 2 to these rules.

In case of receipt of addresses, messages, requests, responses and offers in written (paper) or oral form their registration in IAS "Electronic Addresses" is performed by filling of the OL-1 and Z-1 forms.

After registration of the address editing is made and tags proceeding from essence of the address, the message, request, response, the offer are entered.

5. Registration number is appropriated to the address, the message, request, response and the offer in end-to-end procedure only once, in case of primary registration and consists of alphabetic index, and also unique number.

6. The alphabetic index is appropriated for the address, the message, request, response and the offer in the following procedure:

1) "ZhT" - from physical person;

2) "ZT" - from the legal entity;

3) "AN" - the anonymous address, the message, request, response, the offer;

4) - the collective address, the message, request, response, the offer.

7. In unique number the first four figures designate year of registration, the following eight figures – sequence number.

8. After registration in IAS "Electronic Addresses" according to each address, the message, request, response and the offer to the applicant the coupon in form according to appendix 3 to these rules, with indication of date and time, surname and initials is issued, to position of person which accepted the address, the message, request, response and the offer.
