About measures for further enhancement of system of providing guarantees of the rights of the child
For the purpose of cardinal enhancement of the institutional and legal basis of reliable protection of the rights, freedoms and legitimate interests of children, the early prevention of neglect and making of offenses among children, ensuring execution of results of the discussions which are carried out with the general public concerning the state support of children with disability and children without parental support and also the tasks determined in the National strategy of the Republic of Uzbekistan by human rights:
1. Approve offers of chambers of Oliy Majlis on:
to organization of institute of Authorized Oliy Majlis by the child's rights (further - Children's ombudsman);
to abolition of position of the deputy of the Authorized Oliy Majlis for human rights (ombudsman) - the Ombudsman for Children.
2. Determine that:
Children's ombudsman performs the powers independently and irrespective of state bodies and their officials, it is accountable in the activities to chambers of Oliy Majlis;
Children's ombudsman it is elected Legislative house and the Senate of the Oliy Majlis for a period of five years;
the candidate for position of the Children's ombudsman is submitted for consideration of chambers of Oliy Majlis of the Republic of Uzbekistan by the President of the Republic of Uzbekistan.
3. Transform the Republican interdepartmental commission on cases of minors, the interdepartmental commissions on cases of minors of the Republic of Karakalpakstan, areas and the city of Tashkent, areas (cities) respectively to the National commission on questions of children (further - the National commission), the commissions on questions of children of the Republic of Karakalpakstan, areas, the city of Tashkent and areas (cities) (further - the territorial commissions) respectively.
4. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 02.12.2024 No. UP-201

Establish procedure according to which the National commission annually provides information on the activities to the Senate of the Oliy Majlis, the territorial commissions annually - to the Jokargi Kenes of the Republic of Karakalpakstan, Kengasham of People's Deputies of areas, the city of Tashkent, areas (cities) respectively.

The chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent - for the prevention of neglect and homelessness of children, prevention of offenses and other antisocial actions among children in regions;
the commander of National guard R. Dzhurayev - for carrying out among children, especially children without parental support, spiritual and educational and cultural actions in the spirit of patriotism, taking measures to development of children's sports and attraction of children to them;
the deputy minister of internal affairs B. Abdullaev - for the prevention of neglect and homelessness of children, prevention of offenses and other antisocial actions among children, identification and elimination of the reasons and conditions promoting them;
the Minister of Health A. Hudayarov - for performing diagnostics, treatment and medico-social resettlement of the children who are regularly taking alcoholic drinks, accepting the narcotic, psychotropic or other substances influencing intellectual and strong-willed activities, and also rendering high-quality medical care to children in priority procedure;
the minister of preschool and school education H. Umarova -
for accounting of the children who are in socially dangerous provision, systematically skipping classes in educational institutions for the disrespectful reasons, elimination of such cases, taking measures to involvement of children with special educational needs to inclusive education, introduction for the Children's ombudsman of information on the matters on permanent basis;the minister of preschool and school education H. Umarova -
for creation of worthy conditions for all-round development of children of preschool age, their step-by-step complete scope preschool education, ensuring education on the basis of the established privileges to the children accepted on education in family and to children from the families needing social support and also introduction of new privileges;the Minister of Cultural Affairs O. Nazarbekov - for creation and expansion of the conditions necessary for realization of creative potential of children, taking measures to development of specific features, increase in potential and full realization of talents of children;
the minister of sport A. Ikramov -
for involvement of children to regular trainings by sport, improvement of quality of children's sports education, further development of children's sport by means of expansion of network of objects of children's sport in all regions, especially in the rural zone and the remote areas;the minister of employment and reducing poverty B. Zakhidov
- for the organization of training in the professions of children demanded in the labor market, especially graduates of the general averages and average special educational institutions which did not arrive in the highest educational institutions and showed willingness to seize profession.13. Recommend to Legislative house of Oliy Majlis to review the bill "About the Children's Ombudsman" proceeding from requirements of this Decree.
14. Recommend to the Children's ombudsman together with the interested ministries and departments in three-months time to make in Administration of the President of the Republic of Uzbekistan offers on the changes and amendments in acts of the legislation following from this Decree.
