1. Determine that:

1.1. decisions of Operational analytical center in case of the President of the Republic of Belarus (further - OATs) and Committee for State Security (further - KGB) about restriction of access to Internet resource of the service provider of telecommunication, the owner of Internet resource in the cases provided in Item 23 of the Regulations on interaction are accepted in the form of the order in which are specified:

the Internet resource identifier, access to which is subject to restriction;

basis for restriction of access to Internet resource;

1.2. the list of identifiers of Internet resources, access to which is limited, "BELGIE" created by the republican unitary enterprise for supervision of telecommunication (further - the state company "BELGIE") according to the Regulations on procedure for restriction (renewal) for access to Internet resource, online media approved by the resolution of Operational analytical center in case of the President of the Republic of Belarus, the Ministry of Communications and Informatization of the Republic of Belarus and the Ministry of information of the Republic of Belarus of October 3, 2018 No. 8/10/6 (further - the list of identifiers), in addition to identifiers of Internet resources, access to which is limited on the bases, the stipulated in Article 51-1 Law of the Republic of Belarus of July 17, 2008 No. 427-Z "About mass media", turn on identifiers of Internet resources, access to which is limited according to the solution of OATs or KGB;

1.3. OATs and KGB within three working days from the date of decision making about restriction of access to Internet resource of the service provider of telecommunication, the owner of Internet resource direct the copy of this decision:

in the state company "BELGIE" for turning on of the corresponding identifier of Internet resource in the list of identifiers;

to the service provider of telecommunication, the owner of Internet resource, if the Internet resource belongs to national segment of the global computer Internet (further - the Internet);

1.4. the state company "BELGIE" in day of receipt of the copy of the solution of OATs or KGB on restriction of access to Internet resource of the service provider of telecommunication, the owner of Internet resource includes in the list of identifiers:

the identifiers of Internet resources specified in the decision;

information on state body based on which decision the identifier of Internet resource is included in the list of identifiers;

details (date and number) of the decision.

In case of turning on of the identifier of Internet resource in the list of identifiers date and time of inclusion are fixed in this list automatically.

The state company "BELGIE" after turning on of the identifier of Internet resource in the list of identifiers within one hour sends to the suppliers of Internet services rendering services in provision of Internet access (further - suppliers of Internet services), with use of e-mail the message on updating of this list;

1.5. the service provider of telecommunication, the owner of Internet resource, access to which Internet resource is in accordance with the established procedure limited, after elimination of the violations which formed the basis for access restriction has the right to give to the state body which made the decision on access restriction, the statement for renewal of access to Internet resource;

1.6. OATs or KGB from the date of receipt of the statement of the service provider of telecommunication, the owner of Internet resource about renewal of access to Internet resource determines in a month the fact of elimination (not elimination) of the violations which formed the basis for access restriction and makes the decision on renewal or on refusal in renewal of access to Internet resource. This decision is made in the form of the order in which the Internet resource identifier, access to which is subject to renewal, is specified (renewal of access to which it is refused).

The basis for refusal in renewal of access to Internet resource of the service provider of telecommunication, the owner of Internet resource is not elimination of the violations which formed the basis for access restriction;

1.7. in case of decision making about refusal in renewal of access to Internet resource of the service provider of telecommunication, the owner of the OATs and KGB Internet resource within three working days from the date of adoption of such decision inform on it the service provider of telecommunication, the owner of Internet resource (if the Internet resource belongs to national segment of the Internet);

1.8. OATs and KGB within three working days from the date of decision making about renewal of access to Internet resource of the service provider of telecommunication, the owner of Internet resource direct the copy of this decision:

in the state company "BELGIE" for exception of the corresponding identifier of Internet resource of the list of identifiers;

to the service provider of telecommunication, the owner of Internet resource, if the Internet resource belongs to national segment of the Internet;

1.9. the state company "BELGIE" in day of receipt of the copy of the solution of OATs or KGB on renewal of access to Internet resource of the service provider of telecommunication, the owner of Internet resource excludes the identifiers of Internet resources specified in this decision from the list of identifiers.

In case of Internet resource identifier exception of the list of identifiers the corresponding record about it is cancelled, history of inclusion (exception) of this identifier remains, date and time of exception are fixed automatically;

1.10. according to the procedure and the terms similar established in Regulations on procedure for restriction (renewal) for access to Internet resource, online media:

suppliers of Internet services perform organizational and technical actions for restriction (renewal) of access to Internet resources, access to which is limited, (is renewed) according to the solution of OATs or KGB, perform the duties connected with implementation of requirements for restriction (renewal) of access;
