PRESIDENTIAL DECREE OF THE REPUBLIC OF UZBEKISTAN

About first-priority organizational measures for effective establishing activities of republican executive bodies

(as amended on 22-10-2024)

According to the Presidential decree of the Republic of Uzbekistan of December 21, 2022 No. UP-269 "About Measures for Realization of Administrative Reforms of New Uzbekistan", and also for the purpose of determination of the first-priority measures directed to the effective organization of activities of the ministries and departments:

1. Approve the total extreme number of all managerial personnel of republican executive bodies - the ministries, committees, the agencies and inspectorates (further - the ministries and departments), and also their territorial and district (city) subdivisions, financed by means of the Government budget and means of off-budget funds, according to appendix No. 1.

Take into consideration that in system of the ministries and departments only 17 447 established posts are reduced.

It is strict to forbid introduction of additional managerial established posts at the expense of means of off-budget funds of the ministries and departments.

2. Approve the Single list of republican executive bodies - the ministries, committees, the agencies and inspectorates, and also their full (official) and abbreviated names according to appendices No. No. 2 and 2a.

Declare invalid the Presidential decree of the Republic of Uzbekistan of December 9, 2003 No. UP-3358 "About Enhancement of System of Republican State Bodies".

3. To heads of the ministries and departments to introduce the draft of the act of the President of the Republic of Uzbekistan providing the organization of activities of each ministry and department on the basis of absolutely new system to three-week time. At the same time to provide:

determination of the specific main activities of the ministries and departments, implementation of the adopted development programs, strategy and concepts;

determination of the organization-legal and financial measures sent to search for ways of permission of questions which need to be solved in spheres, creating favorable conditions for the population, the solution of system problems of citizens;

target and rational use of budgetary funds, increase in transparency of public procurements, and also development of the competition in the course of public procurements by means of creation of equal opportunities for subjects of entrepreneurship;

energy saving, increase in its efficiency and broad attraction to the sphere of renewable energy resources;

widespread introduction of mechanisms of public-private partnership and outsourcing in the respective spheres, step-by-step transfer since 2023 of some functions of the ministries and departments, and also the organizations subordinated to them to private sector;

preparation of offers on prevention of bureaucratic barriers when licensing and allowing procedures. At the same time reduction of types of activity on which documents of licensed and allowing nature, the number of documents, claimed for their issue, time of rendering services and the amount of payments (charges) for their provision are required;

development of business activity (rendering services to them, provision of government subsidies, privileges and other form of support), and also enhancement of system of social support of the population;

determination of the forecast of the grant remedies and funds of technical assistance raised for development programs of the sphere, and its specific directions, review of activities of groups on implementation of investment projects;

review of activities of the state unitary enterprises (organizations) in system of the ministries and departments, limited liability companies, and also business entities, to the control which the block of shares on the state share, preparation of the offer on privatization of the state share in them is transferred;

enhancement of procedure of control functions by the ministries and departments, and also organizations subordinated to them on the basis of results of the risk analysis system, and also optimization of their coordinating and controlling functions;

enhancement of model of rendering the state services to subjects of entrepreneurship and to the population ministries and departments, and also organizations subordinated to them;

on the basis of studying of the reasons and conditions of development of corruption in the most corrupted spheres by the ministries and departments, and also in subordinated it the organizations performing "diagnostics" and prevention of corruption factors in each of these spheres;

widespread introduction of information and communication technologies to the sphere, including digitalization of process of work of the ministries and departments;

increase in professional skill and responsibility of the workers performing activities in the sphere, attraction in the subordinated organizations initiative, the self-sacrificing, devoted, constantly engaged in self-development personnel, and also increase in their potential on regular basis;

approval of organizational structures of the ministries and departments, enhancement of activities of the organizations included in their structure;

carrying out complete inventory of acts of the legislation, reduction in mutual compliance of regulatory legal acts to which it is necessary to make changes and additions.

4. Approve Single requirements to forming of structural divisions and introduction of positions in republican executive bodies - the ministries, committees, the agencies and inspectorates according to appendix No. 3.

It is strict to heads of the ministries and departments to observe the single requirements approved by this Decree in case of development and registration of staff lists.

To the Ministry of Economics and finance (Sh. Kudbiyev) together with the Ministry of employment and reducing poverty (B. Musayev) till December 1, 2023 to introduce to the Cabinet of Ministers the draft of the Government decision providing carrying out inventory count of the tasks assigned to the ministries and departments, and also approval of regular standard rates of introduction of production and support personnel.
