Some questions of social protection of needy families

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of the means provided in the government budget for support of needy families which is attached.

2. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

3. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of February 2, 2022 No. 71 "About approval of the Procedure for use of the means provided in the government budget for provision of financial aid on receipt of economic independence of needy family" (The Official Bulletin of Ukraine, 2022, No. 14, the Art. 759).

4. This resolution becomes effective since January 1, 2023.

Procedure for use of the means provided in the Government budget for support of needy families

1. This Procedure determines the mechanism of use of the means provided by Minsotspolitiki in the general fund of the government budget according to the Support of Needy Families program (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is Minsotspolitiki.

3. Managers of budgetary funds of the lowest level is:

- structural divisions concerning social protection of the population district, district in Kiev and Sevastopol of the state administrations, executive bodies city, district in the cities (in case of their education) councils, the centers for charge and implementation of social payments which meet the requirements of Item 47 parts one of Article 2 of the Budget code of Ukraine (further - structural divisions concerning social protection of the population);

regarding payment of the help on receipt of economic independence of needy family - National social service and its territorial authorities. Receivers of budgetary funds is the Interregional / regional jobcenter.

4. Budgetary funds are allocated on:

1) No. 1404 Is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 29.12.2023

2) payment of the government public assistance to needy families according to Procedure for the appointment and payment of the government public assistance to needy families approved by the resolution of the Cabinet of Ministers of Ukraine of February 24, 2003 No. 250 (The Official Bulletin of Ukraine, 2003, No. 9, Art. 394; 2020, No. 61, Art. 1981);

3) No. 1404 Is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 29.12.2023

4) assistance on receipt of economic independence of needy family according to the Procedure for assistance on receipt of economic independence of needy family approved by the resolution of the Cabinet of Ministers of Ukraine of April 21, 2021 No. 397 "Some questions of assistance of economic independence of needy families" (The Official Bulletin of Ukraine, 2021, No. 35, the Art. 2093);

5) payment of the expenses connected with payment of the government public assistance to needy families through department of the organization performing payment and delivery of pensions and the monetary assistance;

6) No. 1404 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 29.12.2023

7) payment in 2024 to the one-time monetary assistance on children from needy families for passing of the winter period of 2024/25 according to the Payment procedure of the one-time monetary assistance on children from needy families for passing of the winter period of 2024/25 approved by the resolution of the Cabinet of Ministers of Ukraine of November 26, 2024 No. 1341 "Some questions of support of separate categories of persons for passing of the winter period of 2024/25 "Warm winter" and also on payment of the expenses connected with its payment through department of the organization performing payment and delivery of pensions and the monetary assistance.

5. Distribution of budgetary funds in the directions specified in subitems 2, of the 4 and 5 item 4 of this Procedure is performed by Minsotspolitiki according to the need for expenses created based on proposals of managers of budgetary funds of the lowest level and/or the available data in databases of the state company "Data Processing Center of the Ministry of Social Policy", and also taking into account need of debt repayment according to the budget obligations of the last years registered in bodies of Treasury.

6. The direction of budgetary funds for carrying out the expenses which are not specified in item 4 of this Procedure, and financed by other budget programs is not allowed.
