About the National Leader of the Turkmen people

Article 1. For special merits in all-round development of Independent, constantly Neutral Turkmenistan, in increase in his international authority, successful realization of humane policy "The state - for the person!", strengthening of integrity of society, unity and unity of the people, having worked within long years in the state and public work, as the President of Turkmenistan, as expression of boundless celebration, high honor, great respect and love of the people, on the basis of the law to recognize the Great identity of the present recognized at national and international level as the eminent and authoritative state, political and public figure, the Hero of Turkmenistan, the Honourable National elder of Turkmenistan, the Chairman Hulk Maslakhata of Turkmenistan Dear Gurbanguly Berdimuhamedov as the National Leader of the Turkmen people.

Article 2. The national Leader of the Turkmen people has the permanent right:

1) to address the people of Turkmenistan on important issues of state system of Turkmenistan, domestic and foreign policy and safety of the country, programs of social and economic development of the country, to take the initiative obligatory to consideration by the relevant state bodies, and also officials;

2) to speak at meetings of Majlis of Turkmenistan by consideration of important issues, the concerning state and public life, discussion of legal acts;

3) to participate, make proposals, to state the line items in case of development, implementation by the Cabinet of Ministers of Turkmenistan of the programs concerning the directions of political, social and economic, cultural and humanitarian development of the country in case of discussion of questions of importance;

4) to speak at meetings and congresses of political parties, public associations with instructive manuals, and also with the political and public appeals providing the state power of Turkmenistan, the greatest strengthening of fair, wise, forward-looking and humane domestic and foreign policy of the President of Turkmenistan, unity, unity of our people, providing the rights, freedoms of man and citizen, honoring by youth of family unity, national traditions, Independent and Neutral policy of the country, the principles of neighborliness, solidarity, humanity, justice and eminence of human dignity.

Article 3. The national Leader of the Turkmen people and members of his family have immunity rights.

The immunity right also belongs to its property and the property which is in property of family members.

Article 4. Ensuring activities of the National Leader of the Turkmen people is performed through authorized bodies of the state. Rendering office, housing, social, transport, communication, medical, sanatorium and other services to the National Leader of the Turkmen people, and also material security are performed by authorized state bodies.

Article 5. The national Leader of the Turkmen people is the permanent member of Hulk Maslakhata of Turkmenistan.

Article 6. In places of its permanent or temporary stay, and also to members of his family the state protection is provided to the national Leader of the Turkmen people.

The state protection of the National Leader of the Turkmen people and members of his family is performed by security services of the state.

Article 7. Creation of all conditions for free and productive implementation by the National Leader of the Turkmen people of the activities, protection of its rights and freedoms, lives, honor and advantage is performed by the state.

Preventing of legal activities of the National Leader of the Turkmen people, his humiliation, actions against his honor and advantage attract responsibility according to the legislation of Turkmenistan.

Article 8. Financing of the expenses provided by this Constitutional law is performed at the expense of means of the Government budget of Turkmenistan.

Article 9. This Constitutional law becomes effective from the moment of its signing.
