Regulations on Fonda of material stimulation and development of medical institutions

This Provision determines procedure for forming and use of fund of material stimulation and development of medical institutions (further - Fund).

Chapter 1. General provisions

1. Material stimulation of employees of medical institutions, strengthening, upgrade and repair of material and technical resources of medical institutions by fund are performed respectively within balance, available on the treasurer personal accounts opened for these purposes.

2. Use of fund is performed according to the order of the head of medical institution accepted based on the relevant decision of the Special commission on the order fund of material stimulation and development of the medical organizations (further - the Special commission) created based on Regulations on the special commissions in medical institutions for the order by fund of material stimulation and development of the medical organizations (reg. No. 1536 of January 14, 2006).

Chapter 2. Procedure for forming and use of fund

3. Fund is created at the expense of the following sources:

a) according to the Presidential decree of the Republic of Uzbekistan of May 17, 2022 No. UP-136 "About Measures for Strengthening of Material Support and Stimulation of Employees of Medical Institutions" from the following sizes of the funds allocated from the Government budget in relation to the total amount of the budgetary funds allocated to medical institutions:

in all medical institutions of district and city level - 10 percent of total expenses;

in service emergency and emergency medical service, child care medical institutions, Service of sanitary and epidemiologic wellbeing and public health, and also the medical institutions specialized on social diseases (tuberculosis, renal failure, oncological, mental, narcological, endocrine, leprosy (leprosy), infectious, sexually transmitted, AIDS), - 10 percent of total expenses;

in other healthcare institutions of republican and regional level - 5 percent of total expenses;

b) income gained from sales of goods (works, services) in activities profile;

e) the means saved on expense budget for the end of the last working day of reporting quarter, except for the means provided for financing of capital investments;

e) part of the rent for the leased property which is on balance of the medical organization;

g) the means left in accordance with the established procedure at the disposal of state-financed organizations;

h) the means received from charity.

4. Fund is spent in the following two directions, and their account is kept on separate treasurer personal accounts:

75 percent on material stimulation of health, pharmaceutical and other workers of all public medical institutions (for conscientious attitude to work and high quality of the provided medical care in the form of establishment of monthly allowances to base wage rate (monthly official pay rate), payments of financial support and awards, with payroll contributions);

25 percent - on strengthening, upgrade of material and technical resources and repair of medical institutions.

5. All amount of the charitable gifts provided by legal entities and physical persons to medical institution is spent for strengthening of material and technical resources of medical institution if other is not stipulated by the sponsor.

6. In the presence in medical institution of unpaid temporary disability benefits and overdue accounts payable fund first of all is spent for payment of these debts.

7. Following the results of financial year unused fund on the corresponding treasurer personal accounts of medical institutions is transferred to the following financial year and spent in the established directions.
