About measures for realization of the Investing program of the Republic of Uzbekistan for 2023 - 2025

For the purpose of the accelerated development of industries of economy of the republic, expansion and upgrade of production capacities, widespread introduction of modern technologies to spheres of the industry, services and agricultural industry, growth in volumes of production of export-oriented products with high value added, accelerations of investment processes and active attraction of direct foreign investments to regions, and also creations of highly paid workplaces and employment of the population on places:

1. Adopt the Investing program of the Republic of Uzbekistan for 2023 - 2025 (further - the Program) developed by the Ministry of investments and foreign trade together with the interested ministries, departments, economic associations, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent.

Approve:

a) for 2023 - 2025:

summary target parameters of development of centralized and not centralized investments according to appendix No. 1 *;

target parameters of development of investments and the credits by industries and regions according to appendix No. 2 *;

b) for 2023:

the summary address program for development of investments and the credits according to appendix No. 3 *;

the address list of the large production facilities and capacities put into operation according to appendix No. 4 *;

the list of strategic investment projects according to appendix No. 5 *;

the address list of the investment projects realized with attraction of the foreign credits on behalf of the Republic of Uzbekistan or under guarantee of the Republic of Uzbekistan according to appendix No. 6 *;

the address list of the investment projects realized with attraction of direct foreign investments and credits according to appendix No. 7 *;

the list of investment projects according to which development, approval and approval of the preproject and project documentation, according to appendix No. 8 * is required;

the list of perspective investment projects which sales opportunity will be worked out, according to appendix No. 9 *;

the list of new investment projects according to which attraction of the public external debt, according to appendix No. 10* is planned.

2. To the ministries, departments, economic associations, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent - initiators of projects:

together with the Ministry of investments and foreign trade till January 20, 2023 to develop and introduce in the Cabinet of Ministers complex network schedules according to each investment project included in appendices No. No. 3 - 7 * to this resolution, by months of their realization;

till February 5, 2023 to bring in the Ministry of investments and foreign trade of the concept of new investment projects on which attraction of the public external debt is planned, included in appendix No. 10 * to this resolution.

3. To the ministry of investments and foreign trade together with initiators of projects:

a) till January 15, 2023 to approve "road map" on acceleration of strategic investment projects for 2023 according to appendix No. 5 * to this resolution and to conduct system monitoring of its realization;

b) till February 1, 2023 to bring in the Cabinet of Ministers:

"road map" on development, approval, approval of the preproject and project documentation and determination of financing sources on the projects included in appendix No. 8 * to this resolution;

the plan of practical measures for study of sales opportunities of the perspective investment projects included in appendix No. 9 * to this resolution;

c) till March 1, 2023 to provide consideration of concepts of new investment projects according to which attraction of the public external debt in 2023, and their representation for review to the relevant international financial institutions and foreign government financial institutions in accordance with the established procedure is planned.

4. Government commission concerning foreign trade, investments, development of the local industry and technical regulation (Zh. A. Hodzhayev):

a) till January 10, 2023 to determine responsible for establishment of monthly monitoring of the carried-out work on the large production facilities and capacities provided in appendix No. 4 * to this resolution and ensuring their timely commissioning;

b) coordinate activities of initiators of projects, and also the interested bodies of the public and economic board, commercial banks in program implementation, including the projects included in it;

c) together with initiators of projects:

provide the system organization of work of project managers for each strategic investment project and regular efficiency evaluation of their activities;

discuss on system basis condition of execution of the Program, including accomplishment of complex network schedules on implementation of investment projects and to monthly enter in Administration of the President of the Republic of Uzbekistan information by projects.

5. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the Ministry of investments and foreign trade till January 10, 2023 to develop regional investing programs for 2023.

6. Confer the personal responsibility on:

a) the deputy prime minister Zh. A. Hodzhayev - for implementation of coordination of program implementation, ensuring effectiveness of the projects realized at the expense of the public external debt, and strategic investment projects, system discussion of course of execution of the approved forecast parameters, the operational solution of the problematic issues arising in case of projects implementation;

b) deputy prime ministers A. Zh. Ramatov, D. A. Kuchkarov, Zh. T. Mirzamakhmudov, Sh. M. Ganiyev, A. A. Abdukhakimov - for implementation of system control of program implementation, timely and effective development of investments, and also ensuring effectiveness of projects in the respective spheres and industries;

c) deputy ministers of investments and N. K. Holmurodov and O. B. Rustamov's foreign trade - for implementation of system monitoring and the analysis of the projects realized within the Program, ensuring efficiency of development of investments and commissioning of objects and production capacities at the scheduled time;

d) heads of the ministries, departments and economic associations, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent for providing:

effective application of funds, high-quality accomplishment of installation and construction works, commissioning of objects and production capacities on the projects realized within the Program, at the scheduled time;
