1) Item 3 of Article 31 to add with words ", except as specified, the stipulated in Article 36.1 presents of the Federal Law";

"Article 36.1. Features of drug trafficking and psychotropic substances in military units and divisions of federal executive bodies and federal state bodies in which the legislation of the Russian Federation provides military service, divisions of law-enforcement bodies
Storage, transportation, leave, realization (except for actions for sale) and use in the medical purposes of drugs and psychotropic substances, destruction of the drugs used in the medical purposes and psychotropic substances in military units and divisions of federal executive bodies and federal state bodies in which the legislation of the Russian Federation provides military service, divisions of the law-enforcement bodies participating in the military (fighting) operations, armed conflicts which are carrying out fighting (educational and fighting), office and fighting (operational and office) tasks, holding operational and fighting events are performed without license according to the procedure, established by the corresponding federal executive bodies or federal state bodies in coordination with federal executive body in the field of internal affairs.";
