Questions of the Ministry of Justice of the Russian Federation

For the purpose of further enhancement of activities of the Ministry of Justice of the Russian Federation I decide:

1. Approve the enclosed Regulations on the Ministry of Justice of the Russian Federation.

2. Permit to have in the Ministry of Justice of the Russian Federation nine deputy ministers, including the One first Deputy Minister and one secretary of state - the deputy minister, and also to 19 departments and to two independent departments.

3. Recognize invalid presidential decrees of the Russian Federation according to the list according to appendix.

4. This Decree becomes effective from the date of its signing.

Regulations on the Ministry of Justice of the Russian Federation

I. General provisions

1. This Provision determines legal status of the Ministry of Justice of the Russian Federation (Ministry of Justice of the Russian Federation), including field of activity, tasks, functions, powers and structure, and also the legal basis of the organization of its activities is established.

2. The Ministry of Justice of the Russian Federation is the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of the justice including:

10) the territorial device of the Russian Federation, differentiation of powers between federal bodies of the government, public authorities of the subject of the Russian Federation and local government bodies, legal regulation of the organization of local self-government;

11) other questions which are in accordance with the legislation of the Russian Federation carried to competence of the Ministry of Justice of the Russian Federation.

3. Management of activities of the Ministry of Justice of the Russian Federation is performed by the President of the Russian Federation.

4. The Ministry of Justice of the Russian Federation exercises coordination and control of activities being under its authority of Federal Penitentiary Service (FSIN of Russia) and Federal Bailiff Service (FSSP of Russia).

5. The Ministry of Justice of the Russian Federation exercises control (supervision):

1) in the sphere of state registration of non-profit organizations;

2) behind activities of non-profit organizations, including religious organizations, including control of observance by the religious organizations of the legislation of the Russian Federation on liberty of conscience, religious liberty and about religious associations;

3) in the sphere of legal profession, notariate, state registration of acts of civil status.

6. The main objectives of the Ministry of Justice of the Russian Federation are:

1) protection of the rights and freedoms of man and citizen protected by the law of interests of society and state and also ensuring rule of law;

2) development and realization of state policy in the established field of activity;

3) normative legal regulation and law enforcement in the established field of activity;

4) implementation of the activities directed to preserving and strengthening of traditional Russian spiritual and moral values.

7. The Ministry of Justice of the Russian Federation in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, other regulatory legal acts of the Russian Federation, international treaties of the Russian Federation, and also this Provision.

8. The Ministry of Justice of the Russian Federation performs the activities in interaction with other federal state bodies, other bodies of the public power and the organizations, expert community, and also in the procedure established by the legislation of the Russian Federation with public authorities of foreign states and the international organizations for the questions which are within the competence of the Ministry of Justice of the Russian Federation.

9. The Ministry of Justice of the Russian Federation is legal entity, has seal with the image of the State Emblem of the Russian Federation and with the name, other seals, stamps and forms of the established sample, and also the accounts opened in accordance with the legislation of the Russian Federation.
