The Cabinet of Ministers of Ukraine decides:

1. Approve applied:

The program of creation of the Single state information system in the field of prevention and counteraction of legalization (washing) of income gained in the criminal way and to financing of terrorism for the period till 2006;

Regulations on the Single state information system in the field of prevention and counteraction of legalization (washing) of income gained in the criminal way and to terrorism financing.

2. To the Ministry of Finance during creation of the draft of the Government budget of Ukraine for the corresponding year to provide financing expenses of the actions determined by the Program which is approved by this resolution.

I. General provisions

Use of financial system for the purpose of legalization (washing) of income gained in the criminal way (further - legalization of the criminal income), and to financing of terrorism constitutes serious danger to development of national economy, threatens homeland security and the international authority of Ukraine reduces.

For accomplishment of tasks on further strengthening of fight against legalization of the criminal income and financing of terrorism it is necessary to move to essentially new level of information and analytical providing the central executive bodies, other state bodies (daleegosudarstvenny bodies) which in limits of the competence perform actions in the specified sphere.

Consolidation of information resources of the databases connected with condition and activities of participants of financial transactions is premises of carrying out the comprehensive analysis of financial transactions concerning which there are suspicions that they are performed for the purpose of legalization of the criminal income and financing of terrorism.

At the same time through number of circumstances unresolved are problems of operational obtaining (including in the automated mode) Gosfinmonitoring of information from the corresponding databases of state bodies, efficiency of measures necessary for the analysis and assessment them which are applied on prevention and counteractions of legalization of the criminal income and to terrorism financing.

The given factors testify to need of creation and ensuring functioning of the Single state information system in the field of prevention and counteraction of legalization (washing) of income gained in the criminal way and to terrorism financing (further - the Unified information system).

II. Purpose and stages of the Program

The purpose of this Program is creation and determination of bases of functioning of the Unified information system for ensuring information exchange of state bodies which in limits of the competence perform actions in the field of fight against legalization of the criminal income and financing of terrorism, complex information analysis about illegally the gained income or those which are used for terrorism financing, identification of methods of their legalization, information support of development and implementation of actions of counteraction of legalization of the criminal income and to terrorism financing.

Step-by-step accomplishment of the Program by development of outline sketches of the Unified information system, carrying out research works, implementation of the tekhnorabochy project of the Unified information system, carrying out trial operation with the subsequent implementation of system in commercial operation is supposed.

At the first stage (2003) work is carried out in the following directions:

creation of conditions for consolidation of the appropriate information resources of databases of state bodies in the Unified information system;

preproject inspection of information systems of the state bodies included in the outline sketch, development of the specification of the outline sketch of creation of the Unified information system;
