1. Approve the enclosed energy consumption Method of computing standards.

2. To provide to committee of industrial development of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Energy consumption method of computing standards

Chapter 1. General provisions

1. This Method of computing standards of energy consumption is developed according to subitem 6-15) of article 5 of the Law of the Republic of Kazakhstan "About energy saving and increase in energy efficiency" and is applied for the purpose of determination of standard rates of energy consumption to public institutions, subjects of the quasi-public sector, industrial and production processes.

2. This Technique determines approaches by calculation of standard rates of energy consumption for public institutions, subjects of the quasi-public sector, industrial and production processes.

3. The basic concepts used in this Technique:

1) the State energy register (further – GER) – the systematized code of information on subjects of the State energy register;

2) subjects of GER are the individual entrepreneurs and legal entities consuming energy resources in amount, equivalent one thousand five hundred and more tons of conditional fuel a year and also public institutions, subjects of the quasi-public sector and natural monopolies;
