1. Approve the enclosed Rules on registration, accounting and issue for carrying out aero film-making works according to appendix 1 to this order.

2. Recognize invalid some orders and structural elements of some orders in the field of geodesy and cartography according to appendix 2 to this order.

3. To provide to committee of geodesy and cartography of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan;

3) within 10 (ten) working days after state registration of this order submission to Legal department of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules on registration, accounting and issue of permission to carrying out aero film-making works

Chapter 1. General provisions

1. These rules on registration, accounting and issue of permission to carrying out aero film-making works (further – Rules) are developed according to the subitem 8) of article 6 of the Law of the Republic of Kazakhstan "About geodesy and cartography" and with the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and determine procedure for rendering the state service in registration, accounting and issue of permission to carrying out aero film-making works.

In case of modification and (or) amendments in these rules regarding rendering the state service the authorized body in the field of geodesy and cartography within three working days after state registration of the order which provides modification and (or) amendments informs the operator of information and communication infrastructure of "the electronic government" and Single contact center on the made changes and (or) additions.

Chapter 2. Order of registration, accounting and issue of permission to carrying out aero film-making works

2. Registration, accounting and issue of permissions to carrying out aero film-making works is performed for the purpose of ensuring defense and homeland security of the Republic of Kazakhstan when carrying out aero film-making works.

3. Registration, accounting and issue of permission to carrying out aero film-making works is the state service (further – the state service).

The list of the main requirements to rendering the state service includes characteristics of process, form, content and result of rendering, and also other data taking into account features of provision of the state service are stated in form according to appendix 1 to these rules.

4. For receipt of the state service physical persons and legal entities (further – uslugopoluchatel) give to Committee of geodesy and cartography of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan (further – the service provider) by means of the web portal of "the electronic government" www.egov.kz (further – the portal):

1) the statement on carrying out aero film-making works in electronic form, certified by the digital signature (further – the EDS) uslugopoluchatel, according to appendix 2 to these rules;

2) electronic copies of the documents confirming the property right or the lease agreement of the aircraft or the service provision agreement with the owner having the aircraft for aero film-making works;

3) the electronic copy of cartogram of the territory on which carrying out aero film-making works with indication of its geographical coordinates is planned;

4) electronic copies of engineering designs (or specifications) for the planned aero film-making works.

The service provider receives data on identity documents, on registration (re-registration) of the legal entity, registration of the individual entrepreneur, or on the beginning of activities as the individual entrepreneur from the corresponding state information systems, through lock of "the electronic government".

5. The service provider in day of receipt of the statement performs their acceptance, registration and sends to the employee of responsible structural division of the service provider (further – the worker of the service provider) for execution.

In case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon.
