1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation in Administration of the President of the Republic of Kazakhstan.

2. To provide to department of management of the subordinated organizations of Administration of the President of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of Administration of the President of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the chief of staff of Administration of the President of the Republic of Kazakhstan Daribayev M. A.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation in Administration of the President of the Republic of Kazakhstan

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation in Administration of the President of the Republic of Kazakhstan (further - the Instruction) is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism" and requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 (further – Requirements to the organization of anti-terrorist protection).

2. The instruction disaggregates requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, and also the actions aimed at providing anti-terrorist protection of objects in Administration of the President of the Republic of Kazakhstan are established (further - Administration).

3. The instruction extends to the objects in Administration carried to vulnerable in the terrorist relation according to the Rules and criteria of reference of objects to vulnerable in the terrorist relation approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234 (further – objects of Administration).

4. For objects, vulnerable in the terrorist relation and the protected persons intended for stay, the Service of the state protection of the Republic of Kazakhstan (further - SGO RK) establishes additional requirements to the organization of anti-terrorist protection according to the Law of the Republic of Kazakhstan "About counteraction to terrorism".

5. This Instruction is held for use heads and employees of the organization in servicing which there are objects of Administration, heads and employees of subjects of security activities, departments of Administration, and also SGO RK and authorized bodies in case of control and estimates behind condition of anti-terrorist protection of the supervised objects.

6. The instruction contains the following conceptual framework:

1) subjects of security activities – specialized security divisions of law-enforcement bodies of the Republic of Kazakhstan, the private security organizations;

2) security guards are the employees of subjects of security activities, workers of objects of Administration responsible for functions of protection and observance of access control on objects of Administration;

3) the private security organization – the commercial organization rendering security services as business activity;

4) the warning system – set of the technical means intended for operational informing (the light and (or) sound notification) being on object, vulnerable in the terrorist relation, persons about alarm in case of emergencies (accident, the fire, natural disaster, attack, act of terrorism) and actions in the developed situation;

5) potentially dangerous sites of object – territorially allocated zones (sites), structural and technological elements of object where explosion-fire-hazardous, dangerous chemicals, weapon and ammunition, toxic substances and medicines, elements of technological chains, systems, the equipment or devices, and also places of possible mass stay of people on object, making of the act of terrorism on which can promote damnification of life and health, emergence of accident, threat of emergency situation with dangerous social and economic consequences, to plunder of dangerous substances and materials for the purpose of their further use for making of the act of terrorism, are used, stored or operated;

6) access control – set of the rules regulating the established procedure excluding possibility of unauthorized entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property;

7) object perimeter – object border according to documents of title;

8) system of video surveillance – set of the functioning video channels, program and technical means of record and storage of video data, and also program and (or) technical means of management performing information exchange among themselves;

9) the passport of anti-terrorist protection – the directory document containing the general and technical information about object reflecting condition of its anti-terrorist protection, and intended for planning of actions for the prevention, suppression, minimization and (or) mitigation of consequences of acts of terrorism on object, vulnerable in the terrorist relation;
