About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2023 - 2025"

(as amended on 28-03-2023)

The government of the Republic of Kazakhstan DECIDES:

1. Accept to execution the republican budget for 2023 - 2025, including for 2023, in the following amounts:

1) the income – 19 063 995 118 thousand tenges, including on:

to tax revenues – 14 279 036 264 thousand tenges;

to non-tax receipts – 351 800 230 thousand tenges;

to sales proceeds of fixed capital – 1 248 374 thousand tenges;

to receipts of transfers – 4 431 910 250 thousand tenges;

2) costs – 21 647 463 677 thousand tenges;

3) net budget crediting – 416 911 978 thousand tenges, including:

budget credits – 661 400 027 thousand tenges;

repayment of budget credits – 244 488 049 thousand tenges;

4) balance on transactions with financial assets – 208 212 300 thousand tenges, including:

acquisition of financial assets – 208 212 300 thousand tenges;

5) budget deficit –-3 208 592 837 thousand tenges, or percent 2,7 to country gross domestic product;

6) not oil budget deficit –-8 969 908 437 thousand tenges, or percent 7,4 to country gross domestic product;

7) budget deficit financing – 3 208 592 837 thousand tenges.

2. Approve:

1) the list of the priority republican budget investments financed from the republican budget according to appendix 1 to this resolution;

2) the list of priority republican budget investments of the Ministry of Emergency Situations, defenses, the industry and infrastructure development, Administration of the President of the Republic of Kazakhstan according to appendix 2 to this resolution (for office use);

2-1) distribution of the amounts of target current transfers to regional budgets on wages increase of employees of nature protection and special facilities according to appendix 2-1 to this resolution;

2-2) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of costs of processing enterprises for purchase of agricultural products for production of products of its deep conversion according to appendix 2-2 to this resolution;

2-3) distribution of the amounts of target current transfers to regional budgets on holding antiepizootic actions according to appendix 2-3 to this resolution;

2-4) distribution of the amounts of target current transfers of Mangystau Region to ensuring veterinary safety according to appendix 2-4 to this resolution;

2-5) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of development of production of priority cultures according to appendix 2-5 to this resolution;

2-6) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of expense recovery suffered by the national company in the sphere of agro-industrial complex in case of realization of foodgrain for the regulating impact on the domestic market according to appendix 2-6 to this resolution;

2-7) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on providing the rights and improvement of quality of life of persons with disability in the Republic of Kazakhstan according to appendix 2-7 to this resolution;

2-8) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in compensation of teachers of the organizations of preschool education according to appendix 2-8 to this resolution;

3) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on content of the objects of secondary education constructed within the pilot national project "Comfortable School" according to appendix 3 to this resolution;

3-1) distribution of the amounts of target current transfers to regional budgets on realization of per capita normative financing at the public day comprehensive rural complete schools according to appendix 3-1 to this resolution;

3-2) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in the size of the state grant by the student in the organizations of technical and professional, postsecondary education according to appendix 3-2 to this resolution;

3-3) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on carrying out capital repairs of health care facilities within the pilot national project "Upgrade of Rural Health Care" according to appendix 3-3 to this resolution;

3-4) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on material equipment of the organizations of health care at the local level within the pilot national project "Upgrade of Rural Health Care" according to appendix 3-4 to this resolution;

3-5) distribution of the amounts of target current transfers to the budget of Mangystau Region on ensuring radiation safety according to appendix 3-5 to this resolution;

3-6) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on seizure of land for the state needs according to appendix 3-6 to this resolution;

3-7) distribution of the amounts of target current transfers to the budget of Akmola area on repair of transport infrastructure of the settlements adjacent to the city of Astana, according to appendix 3-7 to this resolution;

3-8) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on acquisition of housing of municipal housing stock for socially vulnerable segments of the population according to appendix 3-8 to this resolution;

4) distribution of the amounts of crediting of regional budgets to provision of the microcredits to rural population for scaling of the project on increase in the income of rural population according to appendix 4 to this resolution;

4-1) distribution of the amounts of crediting to regional budgets, budgets of the cities of republican value, the capital on investment projects in agro-industrial complex according to appendix 4-1 to this resolution;

5) distribution of the amounts of crediting of regional budgets, budgets of the cities of republican value, the capital to assistance to entrepreneurial initiative of youth according to appendix 5 to this resolution;

6) distribution of the amounts of budget credits to local executive bodies for implementation of measures of social support of specialists according to appendix 6 to this resolution;

7) distribution of the amounts of crediting of regional budgets, budgets of the cities of republican value, the capital to carrying out capital repairs of common property of objects of condominiums according to appendix 7 to this resolution;

8) distribution of the amounts of reserve of the Government of the Republic of Kazakhstan according to appendix 8 to this resolution.

3. To the Ministry of Public Education of the Republic of Kazakhstan to develop and in the procedure established by the legislation to introduce in the Government of the Republic of Kazakhstan till February 15, 2023 the draft decision about procedure for use of target current transfers regional budgets, budgets of the cities of the republican value, the capital for 2023 specified in the subitem 3) of Item 2 of this resolution.

4. To the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan to develop and in the procedure established by the legislation to introduce drafts of decisions to the Government of the Republic of Kazakhstan:

1) till June 1, 2023 about procedure for use of target current transfers to regional budgets, budgets of the cities of the republican value, the capital for 2023 specified in subitem 2-7) of Item 2 of this resolution;

2) till February 15, 2023 about terms for crediting regional budgets, budgets of the cities of the republican value, the capital for 2023 specified in the subitem 5) of Item 2 of this resolution.

5. Approve the list of the projects of public-private partnership planned to realization, requiring financing of the state obligations on projects of public-private partnership, including the state concessionary obligations, from the republican budget according to appendix 9 to this resolution.

6. Approve the list of the state tasks for 2023 according to appendix 10 to this resolution.

7. To the central executive bodies till February 1, 2023 to make in the Government of the Republic of Kazakhstan offers on reduction of earlier made decisions of the Government of the Republic of Kazakhstan in compliance with this resolution.

8. This resolution becomes effective since January 1, 2023.
