1. Approve the enclosed Rules of ensuring preferential journey by payment of compensations for students on the basis of the state educational order in the organizations of education realizing educational programs of technical and professional, postsecondary education during winter and summer vacation on intercity rail and road transport (except taxi).

2. To provide to department of technical and professional education of the Ministry of Public Education of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Public Education of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in Legal department of the Ministry of Public Education of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of education of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of ensuring preferential journey by payment of compensations for students on the basis of the state educational order in the organizations of education realizing educational programs of technical and professional, postsecondary education during winter and summer vacation on intercity rail and road transport (except taxi)

1. These rules of ensuring preferential journey by payment of compensations on the basis of the state educational order in the organizations of education realizing educational programs of technical and professional, postsecondary education during winter and summer vacation on intercity rail and road transport (except taxi) (further - Rules) are developed for students according to the subitem 87) of article 5 of the Law of the Republic of Kazakhstan "About education" and determine procedure for ensuring preferential journey by payment of compensations for students on the basis of the state educational order in the organizations of education realizing educational programs of technical and professional, postsecondary education during winter and summer vacation on intercity rail and road transport (except taxi).

2. In these rules the following basic concepts are used:

1) students are students of the organizations of technical and professional, postsecondary education;

2) compensation on the drive - money payment to students on the basis of the state educational order for compensation of part of fare during winter and summer vacation on intercity rail and road transport (except taxi);

3) the organizations for compensation payment – the organizations of education realizing training of specialists with technical and professional, postsecondary education at the expense of republican and local budgets.

3. Compensation on the drive is paid for the account of means republican and local budgets.

4. According to the budget legislation of the Republic of Kazakhstan the administrators of budget programs executing the state order, annually in case of project development republican and local budgets, represent in central and local authorized bodies on budgetary planning calculations of need for funds for payment of monetary compensations on the drive of students.

5. Compensation on the drive is paid to the following categories of students according to the state educational order:

the student of day form of education in the organizations of technical and professional, postsecondary education two times a year, during winter and summer vacation, in the amount of 2-fold monthly settlement indicator (further - MRP) which is annually approved by the law on the republican budget for the corresponding year;

to nonresident graduates of the organizations of technical and professional, postsecondary education - once a year in the amount of 2-fold MRP.

6. Compensation on the drive by the student is made by the organization for compensation payment annually, on completion of the vacation period within month, by money transfer on maps account of students.

Compensation for journey is paid in the presence of the documents (the ticket and the embarcation card, on journey by bus only the ticket) confirming journey on intercity rail and road transport (except taxi) during winter and summer vacation according to the schedule of educational process of the organizations of technical and professional, postsecondary education.

Compensation on the drive is paid to nonresident students and graduates based on the created data in the information system "National Educational Database" confirming their registration at the place of residence according to the schedule of educational process of the organizations of technical and professional, postsecondary education without provision of the documents specified in part two of this Item.

7. According to the budget legislation of the Republic of Kazakhstan after completion of financial year of the organization for payment of compensation submit to administrators of budget programs the report on use of budgetary funds on payment of compensations for journey in accordance with the established procedure.
